Program Manager, Principal
Your Role
The Medical Care Programs team is responsible for managing programs that support members with their health care, drive cost of healthcare savings, and improve quality. The Program Manager, Principal will report to the Senior Manager, Complex Care, Medical Care Programs. In this role you will oversee vendors who provide member-facing clinical programs. You will be responsible for program operations, budget, regulatory compliance and attainment of service levels. As a key manager and product owner on the Medical Care Programs team, you will play a central role in program design, evaluation, ongoing operations and cross-functional projects.
Your Work
In this role, you will:
- Operate at a strategic business level to ensures projects/programs are in line with Blue Shield of California strategic goals
- Consult with all levels including senior management, make recommendations, and influence decision-making
- Leverage cross-functional internal and external relationships to drive initiatives forward
- Plan and implement multiple and extremely complex projects/programs spanning across business areas
- Determine key business issues, develop effective action plans and implement to successful conclusion
- Seek out opportunities for continuous improvement in the programs, vendor relationships and internal processes; hold vendor accountable for contractual commitments, key performance indicators, accuracy and best-in-class client service
- Critically review program operational and performance reporting for accuracy and consistency; produce relevant reports on process metrics, utilization metrics and cost savings estimates for internal and external customers
- Create and review member, provider, and employer-facing program communications in partnership with Communications and Brand teams
- Manage operational budget including forecasting, variance reporting and financial outcomes
- As product owner, partner closely with technical/IT teams to document, implement and test enhancements, fixes, and new functionality; additionally partner with Sales and Markets to support program strategies and roadmaps to achieve membership growth and retention objectives
Your Knowledge and Experience
- Requires a bachelors degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Requires familiarity with health care data and the health care delivery system in California; health plan or provider experience and masters degree and clinical background strongly desired
- Requires excellent communication skills, both written and oral, and ability to have difficult conversations, manage stakeholders and tailor communications to varying audience levels
- Previous contracting and vendor management experience strongly desired
- Previous project management experience desired in cross-functional, cross-disciplinary, large-scale corporate/enterprise-wide projects; product development experience also a plus
- Previous experience working in Agile environment, defining business requirements, writing user stories, conducting User Acceptance Testing and familiarity with working in JIRA, Confluence and other systems for program enhancements and implementations
Pay Range:
The pay range for this role is: $ 136,400.00 to $ 204,600.00 for California.
