    Summary

    We are currently looking for a Chief, Gateway Program to join our team!

    Roles and Responsibilities:

    • Leads a team of diverse professionals to coordinate efforts on progressing the Gateway Program packages of projects.
    • Coordinate schedule and cost control for the Program, manage the Program control system, and timely address schedule and cost variances.
    • Coordinate Capital Planning and Engineering efforts on packages of Gateway related projects and programs.
    • Coordinate with internal NJ TRANSIT personnel, including but not limited to the Capital Planning, Planning, General Counsel, Real Estate, Government and Community Relations offices, regarding Program matters.
    • Oversee the acquisition of property in New Jersey needed for the Program, including the work of internal staff and outside counsel.
    • Coordinate the execution of agreements with Program partners and manage the use of outside counsel, including the review and approval of invoices for legal work associated with the Program.
    • Monitor and participate in applications for federal funding for the Program.
    • Review monthly schedule updates. Track project performance against the baseline.
    • Assist in the preparation of monthly and quarterly reports to the federal regulatory agencies and other stakeholders.
    • Prepare and deliver presentations on progress and issues to NJ Transit Board of Directors and Executive Management Team.
    • Other duties as assigned.

    This Position Supervises:

    • Capital Programs Staff working on the Program
    • Consultant and legal support teams
    • Chief of Property Acquisition

    Education, Experience, and Qualifications:

    • 15 years or more of progressive experience in leading large capital projects.
    • Degree in engineering or engineering related field is required.
    • Professional Engineering licensure preferred.Experience with federally procured projects and federal grant terms and conditions required.

    Knowledge and Skills:

    Required:

    • Knowledge of large-scale infrastructure design and delivery with associated risk analysis.
    • Experience designing or leading design of large-scale infrastructure designs.
    • Excellent communication, negotiation, and interpersonal skills are mandatory.
    • Experience planning complex projects a must.

    Preferred:

    • Rail project experience is preferred.
    • Experience interacting with regulatory agencies including FRA and FTA preferred.

    Certificates, Licenses, Registrations:

    • PE preferred.

    Working Environment:

    • 90% Office / 10% field

    Physical Demands:

    • Typical as expected of an office environment, and basic hiking/light climbing for field visits to construction sites.
