Section I: Summary of Job Function
In support of the Corporate Security mission to compassionately protect and help the people, property, and quality of our health system, together , the Director of Security and Local Emergency Management Officer (LEMO) is instrumental in maintaining a safe and secure environment for our employees, patients, physicians, students, vendors and visitors by being confident, leading, communicating effectively, monitoring performance, motivating staff and offering recognition. This position will be fully compliant with the LEMO governance policy including all roles and responsibilities of local emergency management. The Director of Security / LEMO is also responsible for the daily operation of the Security Department and their staffs actions which include monitoring and patrolling our facilities, responding to emergencies, collaborating with key internal stakeholders and external agencies, assisting with investigations, workforce safety training and awareness, de-escalating workplace violence, and risk mitigation. The Director of Security / LEMO demonstrates exceptional Leadership skills, and customer service while providing direction to the Security Staff. The candidate will have the ability to Operate with a high degree of integrity, courage, compassion, autonomy and authority while working within the framework of RWJBarnabas Health philosophy and policies. The Director of Security / LEMO will co-chair the hospital Workplace Violence Committee and work to proactively address the evolving risk landscape through a science driven, best practice approach involving training, intelligence, investigations, training, standards, policy, and security technology implementation.
Section II: Job Qualifications/Education/Training/Certification/Licensure
- Bachelor's degree preferred, education in Corporate Security, National Security, Criminal Justice, Law, Business Management, Crisis Management, Emergency Management, Intelligence, Military, or related field is preferred.
- A minimum of 8 years of corporate security, private security, or hospital security / hospital emergency management experience
- Law Enforcement, public sector emergency management and military experience can reduce corporate security experience requirement by 4 years.
- Valid New Jersey Driver s License
- Demonstrated experience in managing intelligence and investigative programs
- Must be results/goal oriented, decision maker and strategic planner with critical thinking capabilities
- Threat and Risk Assessment experience is preferred
- Ability to brief at all levels of the company including senior leadership and affiliate administrative leadership
- Must have ability to communicate effectively and efficiently across a highly matrixed organization
- Experience in the management of security budgets including cost benefit analysis
- Ability to assess and manage external security and intelligence vendors
- Experience partnering with local, state, and federal law enforcement
- Handle with Care (BEST) course completion within sixty (60) days from date of hire

- Serves as the Leader of the Hospital Security Department
- Ensuring the site has an effective and up to date Security Management Plan.
- Ensuring that the daily activities of Security tours, posts, and assignments are carried out as required; assigns responsibilities as necessary.
- Management of Security Technology projects, policies, and training involving access control, video management, visitor management, infant safety systems, panic devices, emergency call boxes, radios, and all other security technology.
- Administration of the Security Department including recruiting, staffing, scheduling, payroll, budget management, and training.
- Enforcing facility access control policy, vehicle traffic, and parking policy.
- Implementing Policy, monitoring, mentoring and educating the security staff on the proper Security operational policies and procedures.
- Monitor organizational compliance with all applicable regulations.
- Serving as the Local Emergency Management Officer
- Formulating and maintaining the EOP, including the action strategies for each probable crisis scenario.
- Conducting an annual HVA and submitting an approved copy to Corporate OEM by January 31 of each calendar year.
- Moderating EMC meetings and preparing related minutes. Meeting attendance will be tracked and names of those not attending as required escalated to C-suite officer.
- Managing the activation of an on-site Hospital Command Center (HCC and/or the operations thereafter) in response to an Emergency Operations Plan (EOP) activation for an actual event. Maintain the HCC in a ready state for activation.
- Organizing simulated crisis exercises. These may include one or more clinical areas for each crisis type.
- Collecting input from the areas involved in each actual event and simulated exercise to be incorporated into an after-action report as well as ensuring any identified concerns are mitigated.
- Confirming communication channels (e.g., portable radios, satellite phones, UHF and HAM radio systems, Send Word Now, and the software connections with the federal, state and local agencies) are operating correctly.
- Monitoring EM stakeholders completion of required NIMS training courses
- Documenting EOP activations in the enterprise case management system.
- Leading as needed during all hospital emergencies, maintaining communication with members of staff at all times.
- Collaborating on Investigations, Assessments, and Audits
- Investigating incidents, preparing and submit all required documentation according to RWJBarnabas Health policies and procedures.
- Conducting annual and as needed security risk and vulnerability assessments in compliance with all regulations.
- Complying with needed audits, assessments, and other assignments as assigned by Corporate Internal Audit, Corporate Security, or Hospital Administration.
- Participating in the Root Cause Analysis process.
- Reviewing, maintaining and preparing incident reports and other documents pertaining to Security issues, incidents, investigations and complaints.
- Workplace Violence Prevention, Mitigation, and Response
- The Director of Security will Co-Chair the Hospital Workplace Violence Committee in compliance with regulatory requirements and Corporate Workplace Violence Policy.
- Collaborating with internal stakeholders to ensure De-escalation training compliance.
- Tracking, Trending, and Analyzing Workplace Violence data to inform the implementation of best practices.
- Establishes a Safety and Security Culture
- Through kindness and compassion, the Director of Security collaborates effectively across a network of critical internal and external stakeholders including Human Resources, Nursing, Physicians, Legal, Information Security, Quality, Facilities, Communications, local/state/federal law enforcement, intelligence agencies, and other external security committees/partnerships
- Provides Security Awareness, Marketing, and Training as needed.
Special Equipment/Skills
- Experience with Critical Thinking in Emergency Response Situations
- Demonstrated organizational skills
- Preferred Security Certification(s), including from ASIS International or IAHSS
- Strong Proficiency in Microsoft office suite including excel, point, word, and virtual meeting and communication tools
- Hospital Vulnerability Assessment and Security Risk Assessment experience is preferred
- Can possess a valid State of New Jersey Permit to Carry a Handgun, but not required
- Ability to motivate and inspire teams
- Significant collaboration capabilities including experience working with Human Resources, Security, IT, Communications, and other critical internal stakeholders
- Change management and people leadership skills
- Personal and professional standards of integrity and compassion
- Must possess strong oral and written communication skills
