Adoption Case Manager Supervisor

Purpose & Impact:
The purpose of the Adoption Case Manager Supervisor is to perform complex professional work supervising and monitoring the work of an assigned group (unit) of adoption workers under the supervisors direct supervision. The supervisor in this position is expected to become familiar with agency contract goals and requirements for adoptions and to ensure staff performance toward those goals are met.
In addition, knowledge of Florida Child Welfare statutes, administrative code, and operating procedures as well as any additional policy provided by the local Lead Agency, Department of Children and Families Regional Quality Assurance staff, or Department memo is necessary for the proper performance of this position. The Adoption Case Manager Supervisor is required to complete adoption competency training within 90 days of hiring. The Adoption Case Manager Supervisor is required to demonstrate advanced skills in communicating with, motivating, training, and evaluating employees, and is expected to meet regularly with each worker under supervision to monitor and mentor performance. Supervisors are expected to participate in the recruitment and hiring of workers for their units and may need to create Employee Improvement Plans to address deficiencies in staff performance.
Essential Functions:
- The Adoption Case Manager Supervisor develops performance standards and job duty expectations for the adoption workers and must be able to ensure that the standards set are met. The Adoption Case Manager Supervisor will review standards, expectations and plans on a regular basis for continuous improvement and will enact all changes necessary to meet the yearly adoption goal.
- The Adoption Case Manager Supervisor is responsible for communicating directly with the lead agency on adoption measures and projections.
- The Adoption Case Manager Supervisor is responsible for projecting adoptions that will occur within each fiscal year and being able to report on projected adoptions per quarter and year at all times.
- The Adoption Case Manager Supervisor is responsible for maintaining various projection and tracking spreadsheets which must be kept up to date and be able to be shared with the lead agency at all times.
- The Adoption Case Manager Supervisor is responsible for overseeing the training of each new worker on the adoption team.
- The Adoption Case Manager Supervisor participates in an agency on call rotation and is responsible for being available for on call shifts and meeting all supervisor on call expectations.
- The Adoption Case Manager Supervisor will communicate with each adoption worker to go over their compliance with set expectations regularly.
- Reviews each case in unit caseload every quarter. This review must include a one-on-one discussion with the assigned adoption case manager, recommendations for case progress, documentation of the review, and recommendations in the Florida Safe Families Network (FSFN) online database.
- Monitors and directs the day-to-day work of adoption case managers. This monitoring must include the completion of home visits within required time frames, the completion of required tracking tools, court documentation, staffing packets, family assessments, case documentation in FSFN within 48 hours, physical file maintenance, adoption home studies, adoption related paperwork, and other required casework promptly.
- Attends ESI staffing, reviews new cases, and determines how best to assign new cases within the unit.
- Reviews and assists with complex cases provide guidance and support.
- Reviews work products such as family assessments, home studies, court reports, case plans, and case documentation with case managers, and provides consultation and direction to them to ensure appropriateness, clarity, quality, and thoroughness.
- Identifies performance needs of adoption case managers and other assigned staff and develops and implements plans for performance improvement.
- Guides adoption case managers and other staff by coaching, motivating, training, and providing staff development activities.

- Facilitates and participates in all required staffing's. Ensures that adoption case manager is prepared to present case appropriately and provides guidance during staffing as necessary.
- Participates in court proceedings as necessary, and monitors worker performance in court.
- Mentors at least one adoption case manager each month in the field by participating in a home visit with the case manager and providing the case manager with appropriate feedback after that home visit. These mentoring visits are to be documented by the Supervisor in FSFN within the required time frames.
- Performs random second-party verifications of worker field activities by phoning clients to discuss their recent contacts with adoption case managers.
- Keeps APD and Program Director advised of high-risk or problematic cases and arranges for multi-disciplinary staffing's for cases as necessary.
- Attends program Supervisor meetings as scheduled and shares information gathered.
- Conducts regular unit meetings with staff to share information, provide training, discuss cases and participate in team-building activities.
- Develops training and staff development plans with each staff person under his/her supervision.
- Conducts all required performance evaluations with assigned workers promptly. Submits evaluations to APDs and Program Director for discussion and review.
- Provides community education through public presentations.
- Participates in agency CQI activities as required.
Qualifications
Physical Requirements:
- Valid Florida Drivers License and Insurance
- Ability to travel locally, and out of the area, in the execution of professional duties, training, and/or conferences.
- Ability to operate a computer, sit for long periods, and develop coherent written correspondence and progress notes.
- Ability to adapt to irregular hours, perform some light lifting, and be flexible to rotate on-call, as needed.
- Certified First Aid/CPR, and crisis intervention.
Education/Experience
- Must have 3 years' experience as a certified child welfare case manager in the Florida Dependency system. Prior adoption case management and supervisory experience preferred.
- Must possess a Bachelors degree in the human services field. Must have a Child Protection Certificate and previous experience working in adoptions.A Masters Degree is preferred.
Skills/Abilities:
- Excellent written and verbal communication skills.
Familiarity with and ability to use Microsoft Office programs Word and Excel. - Ability to drive both locally and throughout the state in connection with the duties of this position.

- Ability to assess adoption case managers performance and develop performance improvement plans.
- Ability to analyze the effectiveness of service programs and identify resources or make adjustments needed to meet needs.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate effectively.
- Ability to effectively supervise staff members.
- Ability to understand and apply relevant laws, rules, regulations policies, and procedures.
- Ability to conduct thorough case staffing's and other meetings.
- Must demonstrate sensitivity to our service populations cultural and socioeconomic characteristics and needs. This position has the authority to transport confidential information into the field. Security and confidentiality of all information taken into the field must be strictly followed per Agency and Florida Department of Health guidelines.
