Overview:The GovCIO company is currently seeking an experienced Information Technology (IT) Manager for duty within the Veterans Administration's Network Operations Center (NOC) in Martinsburg, WV. In this role, the IT Manager will be responsible for managing a team of Tier II IT professionals, implementing network security technology related tasks and initiatives, daily administration of operational network security infrastructure, creating and delegating tasks and projects for team, etc. The candidate is also responsible for providing oversight project management oversight of the 24/7x365 Network Operations team and serve as the decision-making escalation point of contact. This position will be fully remote.
Responsibilities:Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.
- Supervise and provide guidance to team of Tier II Network Engineers in a Network Operation Center (NOC) environment.
- Will have direct oversight of all Network Operations projects and have two direct reports
- Enforce GovCIO, VA NOC, and intra-team policies and performance standards.
- Interact daily with SalientCRGT and VA management to interpret their needs and requirements.
- Maintain existing and develop new processes and procedures to improve intra and inter-team operability and communication.
- Maintain and create intra-team knowledge articles to include network flow diagrams, databases, documents, etc.
- Participate in Management meetings for status briefing of current tasks and projects.
- Provide daily reports to the TIC Gateway Operations VA Federal Team Lead.
- Communicate effectively with Program Management and other project participants to provide assistance and support.
- Review deliverables and initiate appropriate action.
- Provide 24x7 365 guidance to the Network Operations team and assist with critical after-hour network outages.
- Participate in Change Control technical assessment and review.
- Oversee approved routine maintenance implementation on applicable network security devices and applications.
- Provide mentorship to team personnel.
- Assign responsibilities and monitor tasks and project status.
- Assess employee capabilities and recommend training to encourage growth.
- Operational administration of VA Trusted Internet Gateway (TIC) technological solutions.
- Manage team to effectively respond and remediate customer service request help desk tickets, calls, and emails.
- Work closely with the Tier 3 Engineering and Tier 4 network architecture teams for proper escalation on issues, tasks, and projects.
- Ability to diagnose and remediate network security service issues.
- Customer service oriented with professional temperament
- Good oral and written communication skills, and ability to address conflict with others constructively.
- Knowledge of Project Management methodologies and techniques.
- Ability to handle multiple concurrent tasks and projects.
- Strong knowledge of LAN/WAN concepts and IP routing protocols.
- Leadership skill and decision-making ability with excellent time management and organizational skills.
- Bachelors degree in Computer Science or related technical field with 8+ years (or commensurate experience)
- 8 years of additional experience maybe substituted for degree.
- Must be able to pass and maintain a Tier 4 (BI) Government Background Investigation
- Experience managing, supporting, and deploying network infrastructures in an enterprise environment
- Experience managing/supervising a support team of 10+ people, with revolving shifts, delegate task or projects, and interactions between the client and management team
Desired Qualifications:
- Experience with network monitoring applications such as NetScout, RightITNow (NOM), and SolarWinds preferred.
- Experience with Secure Socket Layer (SSL) and Transport Layer Security (TLS), Domain Name System Security Extensions (DNSSEC), Short for Simple Mail Transfer Protocol (SMTP), Simple Network Management Protocol (SNMP), etc.
- Experience with Enterprise network and security appliances to include Palo Alto Application Firewalls, BigIP F5 LTM/GTM load-balancers and Domain Name Services (DNS), Email Security Appliances, Cisco Adaptive Security Appliances (ASAs), Cisco routers (various models), Cisco Nexus 9k series switches, etc.

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an at-will position and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range: USD $108,310.00 - USD $173,290.00 /Yr.
