    Your Role

    Under the direction of the Manager of Business Planning and Risk Management, the workforce planning analyst is primarily responsible for creating the operational workforce plan to inform short-term staffing needs, for multiple I&B teams, on an annual and continuous basis. The role is responsible for understanding the upstream drivers of inventory, including impacts from a variety of strategic projects, mandates, changes to regulations, operational improvement efforts, transformation initiatives, etc. to determine the number and type of skilled workers I&B onshore and vendor teams will need to support the inventory and the cost associated with meeting these needs. In addition, this role provides regular health of the business and performance reporting on behalf of the I&B lines of business, and budget support, as needed.

    Your Work

    In this role, you will:

    • Provide complex analytical support through the analysis and interpretation of data in support of cross-functional business operations
    • Develop annual operating plans, capital budgets and forecasts, and build business cases for new business initiatives (cost/benefit analysis)
    • Develop, prepare, and analyze reports with complex analysis and data for management review, and present to various levels of management
    • Define business requirements and provide analysis to increase operational efficiency
    • Provide analytical support for multiple, complex cross-functional projects simultaneously; establish work plans and timelines
    • Collecting organizational data and applying assumptions to generate reports on work volume and project staffing needs, as well as identify critical positions to fill and potential efficiencies
    • Continuous maintenance forecasting models depending on changes in the business, including tracking of actual volumes to forecast, rationalizing forecasting variances, and recalculating staffing impacts
    • Creating forecasts for different staffing and team scenarios to model future workforce needs
    • Calculate budget impact of forecasts for both onshore and vendor partners, incorporating pricing changes, contract changes, and new sourcing
    • Validate vendor invoices for accuracy to enable management approval of charges
    • Ability to quickly prioritize, execute, and drive completion of multiple competing analysis, reporting tasks, and ad hoc requests
    • Ability to pull and manipulate data across multiple sources. These sources and tools include, but are not limited to, Salesforce, SAS, SAP BusinessObjects, Tableau, SharePoint Workflows, Microsoft Excel, Pega Case Management and Reporting, etc.

    Your Knowledge and Experience

    • Requires a bachelors degree or equivalent experience
    • Requires at least 5 years of prior relevant experience in staffing forecasting and/or installation/billing operations
    • Demonstrated workforce planning experience in a complex corporate environment
    • Ability to analyze and synthesize quantitative/qualitative data and research findings into clear and concise presentations
    • Ability to understand and leverage cross-functional data to generate recommendations and drive sound business decisions
    • Ability to collaborate and influence teams of cross-functional experts
    • Demonstrated business acumen and experience building relationships in a matrixed environment
    • Team-oriented and self-motivated with a roll-up-your-sleeves attitude
    • Strong intellectual curiosity and demonstrated ability to understand and question the data
    • Strong analytical skills with demonstrated ability to translate data results into actionable business insights
    • Advanced Microsoft Excel knowledge a must
    • Expertise in business analysis best practices and techniques
    • Operations experience a plus

    Pay Range:

    The pay range for this role is $75.680.00 to $113,520.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
