    Main Objective:

    • Assist Government Comptroller in budget preparation and planning for research related content, including review of budget estimates, cost analysis, and other financial data in accordance with procedures and regulations set forth by the Government

    • Ensure budget exhibits are accurate, complete and submitted in accordance with approved guidelines

    • Process financial transactions in accounting systems such as Navy Enterprise Resource Platform (NERP), Wide Area Work Flow (WAWF), Electronic Document Access (EDA)

    • Process fund authorization for direct and reimbursable funding in financial accounting systems

    • Formulate, present, and execute budget

    • Examine, analyze and interpret budgeting data, records and reports

    • Advise management on budget financial management matters

    • Provide guidance and ensure compliance of BUMED Standard Operating Procedures (SOP Compliance manager)

    • Maintain audit readiness by preparing, researching and consolidating all financial documents as required per approved guidelines and procedures

    • Provide required financial reports and documentation to command personnel as needed to meet Principle Investigators requests from sponsors

    • Reconcile project and funding document discrepancies and takes necessary corrective action to resolve as needed

    • Examine purchase requests for completeness, accuracy and compliance with the Federal Acquisition Regulations (FAR)

    • Maintain the command status of funds (SOF) and ensure that all budget and accounting data is properly reflected due to required execution rates and funds expiration

    • Provide general budget support to the command

    What Sets You Apart:

    • Three (3) years specialized experience or an Associates Degree with one (1) years experience with DoD, or a Bachelors Degree in finance or accounting field

    • Experience with budget/finance/travel systems such as Research, Development Test and Evaluation (RDT&E), Navy Enterprise Resource Platform (NERP), General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS) and Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT)

    • Knowledge of phases of the research accounting process, including budget formulation, execution, analysis, interpretation, and reporting

    • Experience in running queries and reports from the financial systems

    • Experience in the use of Microsoft Office programs (i.e. Excel, PowerPoint, etc.)

    • Must possess excellent communication skills both written and oral

    • Must have or be able to obtain Secret U.S. Government Clearance to be hired. Due to US Government contract, US Citizenship required.

    Pay Range:

    Pay Range $48,100.00 - $86,950.00

    The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
