    Summary

    The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURMEPP is and Echelon III Command under the direction of, and reporting administratively to Commander, Naval Sea Systems Command (NAVSEA) via Deputy Commander, Surface Warfare Directorate, and Naval Sea Systems Command (NAVSEA 21).

    The Ship Sheet analyst acts as the Subject Matter Expert concerning the collection, reconciliation, compilation, analysis and presentation of current and historical data to estimate ship repair budgeting for CNO and CM availabilities. Their work products support the creation of CNO availability specific Ship Sheets and other supporting products that identify and summarize budgetary and execution related maintenance and modernization requirements.

    Responsibilities:

    • Download, compile, format, unfiltered data from Ships CSMP to determine estimated requirements for depot level availabilities. Utilize EXCEL-based database software applications to create and analyze data tables and charts.
    • Liaison with SURFMEPP personnel, TYCOM personnel (N43, Type-desk, AWP Managers), and Port Engineers in identifying known maintenance requirements for depot level availabilities.
    • Liaison with SURFMEPP personnel, and Program Office personnel (PMS 407, PEO-IWS, etc.) in identifying known workload ISO program modernization requirements for depot level availabilities.
    • Conduct engineering analysis of HM&E and combat systems equipment and maintenance history data to determine budgetary requirement shortfalls that necessitate short term fielding plans for use in CNO availability specific Ship Sheets or long term notional adjustments in class specific TFPs.
    • Prepare and manage planning and budgeting exhibits which underlie the man-day cost of requirements being programmed for execution.
    • Assist in the development of other products as may be required to support surface ship life cycle efforts particularly at a CNO availability level.
    • Assist SURFMEPP and SEA 21 personnel with answering Congressional, OSD, Force Management and Budget (FMB), and other agency questions -for-the-record, data calls, reports, and other similar inquiries.
    • Support the development of metrics for SURFMEPP processes and products, and ensured alignment with Future Readiness Team / SWE requirements. Use these metrics to provide recommendations for improvements in the CMP and other SURFMEPP Activity processes and products.

    Minimum Required Experience, Skills and Abilities:

    • Minimum of 5 years of related professional experience in program support of a DoD/Navy program.
    • Familiarity with Navy Maintenance Databases
    • Demonstrated ability to follow direction and work within a team.
    • Proficient in Microsoft Office applications
    • Excellent written and verbal communication skills
    • Attention to detail and ability to work independently
    • Superb customer interaction

    Desired Experience, Skills and Abilities:

    • Extensive Experience with Navy Maintenance Databases (3M, NDE, VSB, MRS, M&SWP, NMD, etc)
    • An understanding of US Navy HM&E and Combat Systems maintenance and terminology
    • Familiarity with statistical analysis methodology

    Security Clearance Requirements:

    • US Citizenship
    • US Secret Clearance or the ability to attain and maintain one

    Physical Requirements:

    • CARRYING and LIFTING. Ability to transport and lift up to 30 lbs.
    • Operate office equipment.
    • Be able to communicate professionally with ManTech employees and ManTech clients
    • The person in this position must be capable to go onboard a ship in an operational and industrial environment.
    • Able to climb ladders and go through scuttles onboard vessels.
    • Must be able to remain in a stationary position 50% of the time.
    • Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual.
