    We are seeking an experienced and highly skilled Program Manager to lead and oversee all Contractor activities associated with the DOE CBOSS BPA (Blanket Purchase Agreement) and subsequent BPA Orders

    The U.S. Department of Energys (DOE) mission spans a diverse range of portfolios across the enterprise ranging from nuclear security, open science research, power administration, to environmental management. This enterprise comprises 97 entities - spread across 27 states - divided among 10 Program Offices, 19 Staff Offices, 4 Power Marketing Administrations, 19 Field Sites, 17 National Laboratories, and 4 Technology Centers - each uniquely structured to perform distinct missions

    The CBOSS BPA will encompass a substantial part of the Information Technology Support Services (ITSS) acquisition for DOE. CBOSS offers support services in five (5) areas:
    Shared Services
    General IT Support Services
    Telecommunications
    Cybersecurity
    Analysis and Studies

    The successful candidate will serve as the primary point of contact for all program-related matters and will be responsible for managing programmatic risks, ensuring seamless integration of work, and facilitating effective collaboration among various CBOSS work units and service deliveries. The CBOSS Program Manager will also play a pivotal role in maintaining consistent and proactive communication with the Government throughout the execution of all BPA Orders. The candidate will develop an open and strong working relationship with DOE OCIO and the CBOSS organization users to achieve successful IT service offerings with a strong business value benefit to include cloud, on-premise and managed service environments.

    Key Responsibilities:
    Serve as the central point of accountability for the successful execution of the CBOSS BPA and subsequent BPA Orders.
    Manage programmatic risks and dependencies, identifying potential issues and implementing mitigation strategies.
    Facilitate effective integration among different CBOSS work units and ensure proper coordination of all delivered services.
    Foster a collaborative environment among contractors, promoting seamless work integration and collaboration.
    Maintain open and proactive communication channels with the Government to ensure alignment and transparency.
    Ensure compliance with project specifications.
    Drive and improve customer relationships.
    Ensure outstanding programmatic execution and proactively address potential emerging programmatic execution issues
    Oversee high-level management and reporting to ensure the program stays on budget and meets financial goals.
    Own the program profit/loss performance and associated program executing planning, budgeting, and accountability
    Represent the CBOSS program in internal Leidos and external industry settings
    Drive the CBOSS program to deliver an effective managed service IT offering


    Qualifications:
    Bachelors degree in Computer Science, Engineering, Information Technology, Business Administration, or a related field is required. A masters degree in a related field is preferred.
    A minimum of 15 years of experience in program management is required.
    At least 5 years of experience program managing the operations of enterprise-level IT contracts single-award IDIQ/single award BPA exceeding $500M for the federal government is required.
    At least 5 years of experience program managing operations of enterprise-level IT single-award IDIQ/single award BPA contracts exceeding 400 FTEs for the federal government is required.
    Strong communication and interpersonal skills to effectively liaise with Contractors and Government stakeholders.
    Proven ability to manage programmatic risks and dependencies, ensuring successful project outcomes.
    Demonstrated ability to enter into a strategic partnership with the IT industry, with a preference for government strategic partnerships.
    Demonstrated experience in facilitating collaboration and work integration among diverse teams.
    Familiarity with federal contracting processes and regulations.
    Certifications: Project Management Professional (PMP) certification from the Project Management Institute (PMI) is required. ITIL 4 certification is required.
    Strong leadership skills with the ability to motivate teams and drive results.
    Demonstrated ability to execute a program across a variety of contract types, including FFP and T&M
    Demonstration of strong business acumen, including ability to drive organic on-contract-growth, ability to achieve profitability and on-contract negotiation success
    Requires an active DOE Q clearance or DoD Top Secret Security Clearance

    Preferred Qualifications:
    5+ years in the DOE environment, with experience executing project tasks, understanding the DOE mission, and proficiency in business management and enterprise IT.
    Experiencing DOE environment experience (good)
    Experiencing running a DOE Program (better)
    Experiencing running a DOE IT Program (best)
    Masters degree in a related field.
    At least 5 years of experience responsible for operations of enterprise-level IT single-award IDIQ/single award BPA contracts exceeding $1B for the federal government is required.
    At least 5 years of experience responsible for operations of enterprise-level IT single-award IDIQ/single award BPA contracts exceeding 800 FTEs for the federal government is required.
    At least 5 years of experience responsible for operations of enterprise-level IT single-award IDIQ/single award BPA contracts on a cabinet level program.
    Certifications: ITIL 4 Strategic Leader certification.
    Experience leading remote and in person teams
    Ability to establish an operational environment for CBOSS success in internal Leidos, DOE-facing and external industry settings

    Pay Range:

    Pay Range $207,200.00 - $333,000.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
