Job Description
This new role at CSL Seqirus is responsible for leading the creation and implementation of strategies that will optimize the external policy environment for two critical aspects of our International Commercial & Pandemic business operations: (1)Northern Europe (i.e., advancement of seasonal and pandemic influenza and COVID-19 priorities) and (2)International pandemic preparedness/response
A 50/50 split is envisaged between the two areas of responsibility, with the following initial areas of focus:
Northern Europe: Geo-expansion into Sweden, Norway and Denmark
Pandemic Policy:
-EU (i.e., EU institutions and stakeholders) which will require both trade association-based engagement and bilateral advocacy vis--vis EU stakeholders
-Major global topics/issues (e.g., Access & Benefit-Sharing), in collaboration with our Global Head of Influenza Scientific Policy, with a focus on engaging the EU via Vaccines Europe to influence global health policy discussions
This role will be a dedicated and proactive partner to the Northern Europe Commercial and Pandemic Response Solutions teams, respectively, and work closely with Medical Affairs, Health Economics and Communications colleagues. It will support the success of the business while striving to achieve multistakeholder goals for improved influenza and COVID-19 prevention and multi-pathogen pandemic preparedness. The role will drive an immunization and health security policy agenda, build strong external stakeholder networks and lead broad policy engagement based on shared public health interests. The role will also be responsible for identifying strategic policy risks and opportunities and providing analysis, insights and recommended strategies to the CSL Seqirus team. The role will also contribute to international policy and public affairs strategies and be a strong collaborator with CSL Seqirus and CSL Group External Affairs team members.
Accountabilities:
Identifies and analyses strategic policy risks and opportunities, providing policy insights and solutions to the CSL Seqirus Northern Europe and Pandemic Response Solutions teams, respectively.
Develops and implements strategies to shape policy outcomes and funding opportunities that support differentiation, vaccine uptake, EU pandemic preparedness and sustainable vaccine production.
Leads the development of relevant submissions, position papers and policy materials tailored to the Northern Europe and/or Pandemic Policy environments, obtaining input from internal experts.
Builds strong relationships, networks and alliances with policy stakeholders including parliamentarians, government agencies, academics, KOLs and advocacy groups.
Supports the Senior Director Influenza Science Policy to pursue global health policy goals related to pandemic preparedness and routine immunisation through EU advocacy.
Drives an influenza and COVID-19 policy agenda within the trade association(s) of which we are a member, leading working groups (where feasible) and coordinating cross-functional participation as required.
Ensures compliance with industry Codes and the CSL Seqirus approval process for grants, submissions, presentations and other materials used in policy outreach.
Contribute to the European Policy, Advocacy and Government Affairs (PAGA) strategies, participating in global and international PAGA team meetings and ensuring collaboration and alignment within CSL Seqirus and CSL policy teams.
Collaborates with the EMEA Communications lead to develop creative media strategies for amplifying policy messaging and contribute content for use in CSL Seqirus channels.
Manages agency partners, ensuring clear and aligned briefs and high-impact delivery in accordance with budget.
Requirements:
University or Bachelors degree. A Masters degree in political science, public policy, public health or MBA/JD would be an advantage.
At least 12 years experience in public affairs, policy and government affairs roles in the vaccines sector, preferably in large, complex organizations and in government.
Demonstrated sustained ability to influence at senior levels, lead and collaborate across an international matrixed organization and drive outstanding commercial results through effective policy, advocacy and government affairs strategies.
Deep knowledge and nuanced understanding of the European vaccines landscape and related political affairs, and in particular the public health environment in Scandinavia.
Well-established stakeholder relationships and networks with key decision makers, opinion leaders and advocacy groups ideally including members of the influenza and COVID-19 community in Scandinavia.
Strong business acumen with the ability to grasp the implications and act on complex and multi-dimensional issues that impact the vaccines industry and CSL Seqirus.
Outstanding written and verbal communications skills with the ability to represent and speak on behalf of CSL Seqirus in high level meetings and in public fora.
Excellent organisational, planning and project management skills involving cross-functional teams.
Fluency in English and a Scandinavian language.
