Senior-Level | Arlington, VA | Secret SUMMARY: Our Process Improvement Analysts analyzes and documents one or more of an organization's processes. Meets with subject matter experts within the organization to gather process information and/or requirements. Designs and documents new processes and obtains organizational feedback. Communicates process flows or requirements to staff for software development efforts or as part of procedural training. May interact with senior level staff to propose process modifications. RESPONSIBILITIES: * Support DA&I in providing training, resources, and expertise that enable JPO personnel to evaluate how they work and establish a culture of continuous improvement in the JPO * Assist CMO in reviewing, evaluating, analyzing, and reporting on the quality performance of Prime and Subcontractors and providing inputs to CPARs(Process Improvement Analyst,) * Acquisition Program Management - Assist DA&I in managing procurement and enterprise procurement metrics * Assist DA&I in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g., the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management * Support DA&I in establishing, maintaining, and providing surveillance of the QMS Assist DA&I in staffing, training, equipping, and providing standardization for all personnel responsible for implementing and maintaining the JPO QMS supporting PMO quality oversight responsibilities Assist DA&I in developing and implementing quality assurance oversight processes procedures that assure appropriate program oversight of Defense Contract Management Agency (DCMA) quality assurance activities(Process Improvement Analyst,) * Business Operations - support DA&I in managing acquisition documents, the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), CPARS, and JPO Issuances REQUIRED EXPERIENCE: * Experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning * Possesses expertise in process improvement methodology at Black Belt (BB) level or equivalent within the past ten (10) years and experience in DoD applications such as at NAVAIR AIR Speed Offices or equivalent. A minimum of three (3) out of the past five years must be practical and implementation experience. Mastery of process improvement techniques to include but not limited to: Lean, Six Sigma, Theory of Constraints, benchmarking, metric/statistical analysis, process management and improvement, and process flow charting. * Certified as a CPI practitioner at the journeyman level * Knowledgeable with DoD Directive (DODD) 5010.42, DoD-Wide Continuous Process Improvement/Lean Six Sigma Program, and SAE AS9100D Quality Management Systems - Requirements for Aviation, Space, and Defense Organizations * Possesses a high degree of self-initiative, and the ability to work independently and function as part of an interdisciplinary team * General knowledge of Navy/Air Force processes/organization REQUIRED EDUCATION: Master's Degree in the stated discipline or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description A senior-level level person within a labor category has at least 10 years of experience performing work related to the labor category functional description. A senior-level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A senior-level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
