Mid-Level | Arlington, VA | Secret SUMMARY: This position applies knowledge and experience as a program analyst to the F-35 program throughout its life cycle. Our Program Analyst (Sensors Program Management Support), as a recognized authority in the principles of program analysis, will be a vital part of a team in applying knowledge and expertise in acquisition program analysis to specified programs throughout their life cycles. Is an authority in the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated systems management, manning, best practices, and lessons learned. Our Program Analyst provides expertise and innovation in interpreting, organizing, executing, and coordinating assignments. Applies principles, theories, and concepts to the exploration of the subject area, definition of scope, and selection of problems for investigation. Supports the System Program Director at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events. Interacts frequently between the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff. May be assigned to support key, critical acquisition programs. RESPONSIBILITIES: * The Contractor shall support the AV MS PMO in delivering 5th Generation tactical aircraft to U.S. Services, Partners, and Foreign Military Sales (FMS) customers * Our Program Analyst (Sensors Program Management Support) (Block 4), as a recognized authority in the principles of program analysis, will be a vital part of a team in applying knowledge and expertise in acquisition program analysis to specified programs throughout their life cycles * Our Program Analyst provides expertise and innovation in interpreting, organizing, executing, and coordinating assignments * Applies principles, theories, and concepts to the exploration of the subject area, definition of scope, and selection of problems for investigation * Supports the System Program Director at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events * Interacts frequently between the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff * May be assigned to support key, critical acquisition programs * Development Foundation Contract (DFC) - assist AV PMO in providing manpower and material support to the Integrated Test Force (ITFs) (Fort Worth, NAS Patuxent River, and Edwards AFB) as well as the Fort Worth and Supplier labs to enable F-35 Development, Sustainment, and Production efforts * Developmental Test Viability (DTV) - assist AV PMO in providing life limiting modification and Flight Test Instrumentation (FTI) sustainment support for the Developmental Test fleet aircraft to enable Block 3 and Block 4 testing * Weapons - assist AV PMO in providing lifecycle management of unique aircraft hardware that allow for carriage and employment of weapons; assist in coordinating across the F-35 enterprise and external weapons programs to ensure necessary designs are implemented across the Air System to permit the effective employment of weapons * (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.) * Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management * Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment REQUIREMENTS: * Ability to obtain and maintain an active DoD Secret clearance. * Bachelor's degree in related field or discipline, or an Associate degree plus an additional four years of acquisition program management, analysis, and planning related experience (total of 10 years). * The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.) * Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management. * A minimum of four (4) years out of 6 years of recent work experience related to analysis and planning. * At least two (2) years in support of a Major Defense Acquisition Program (MDAP). * Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment. * Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products. * Demonstrated experience in the program/project status, schedules, and DoD reporting. * Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook. * The ability to travel 10%.
