The Mission Support Group (49th) is looking for an energetic General Engineer GS-0801-5T12 for a fulltime position as a Project Programmer to work at Engineering Flight, 49th Civil Engineer Squadron, Holloman AFB, New Mexico.

Holloman AFB, Otero County, is surrounded by the Lincoln National Forest, Oliver Lee Memorial State Park, White Sands National Park, Three Rivers Petroglyph Site, the Museum of Space History, and the cites of Alamogordo, and Ruidoso, which are ideal locations for hiking, camping and other outdoor activities, in addition to wine tasting, enjoying a casino resort, and sight-seeing. Holloman AFB is known for playing a key role in the defense of the United States by operating the only Air Force high speed test track, and formal training units flying the F-16 Fighting Falcon, and the MQ-9 Reaper.

Requirements:

-The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.Duties:
-The primary purpose of this position is to serve as a professional general engineer, performing design, project programming, and improvement projects of real property facilities and infrastructure, including utility systems in support of military installation.

-Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of engineering.
-Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods. Requires ability to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.

To be considered qualified resumes must reflect knowledge and experience in the following areas:
-Professional knowledge of civil, mechanical, and electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments.
-Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications.
-Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings.
-Knowledge of and familiarity with related fields of work such as architectural, civil, electrical, mechanical, structural, and environmental engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations.
-Comprehensive knowledge of installation/command mission and organization.
-Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
-Skill in technical writing sufficient to develop solutions to problems such as procedures and methods of installation of material, extent, or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship.
-Ability to plan and monitor large-scale projects to assure compliance with applicable objectives, standards, and requirements.
-Ability to modify standard practices and adapt equipment or techniques to solve a variety of problems.
-Ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide specialized requirements of some projects.
-Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
-May act as a project liaison with the Army Corps of Engineers or other design agencies as required.
-May be required to serve on A&E selection boards.
-This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
