OPEN: 22 October 2024 CLOSES: 5 November 2024 Air Force Nuclear Weapons Center (AFNWC) is currently seeking a fulltime Lead Management and Program Analyst (001698341M) to work as the primary Human Resource Liaison (HRL) and Manpower/Resource Manager in conjunction to executing lead roles and responsibilities in the Missile Sustainment Division (NDM) at Tinker Air Force Base. This position is a NH-0343-03 which has a typical 2024 salary range of $87,878 - $135,851 (including locality). POSITION DESCRIPTION: The primary purpose of this position is to serve as a Lead Management and Program Analyst. Perform official team lead duties over five (or more) subordinate employees with primarily journeyman level job experience, directing/overseeing projects, assignments, and performing work assignments and/or studies. This position is responsible for providing strategic planning recommendations to improve mission effectiveness, resource efficiency, and resource savings in addition to training team members and monitoring tasks to meet timelines established by leadership across the Missile Sustainment Division. Serves as the trusted advisor to the AFNWC/NDM Division on all human capital and human resource matters ensuring compliance with applicable laws and regulations. The position requires knowledge of, and experience in, organizational development as well as manpower and personnel functions and systems, to ensure continuity and oversight in the utilization of resources, and any subsequent personnel actions, to include implementation of applicable policies and procedures. Collaborate with Divisions' Program Managers for collective reporting and summary of requirements and resources at the Directorate level, providing advisory and system support to ensure timely and effective execution of mission strategies. The position conducts program analysis, operational support, management control, and leadership reporting for a complex nuclear organization consisting of both Air Force acquisition and sustainment activities. Position requires multifunctional, pivotal skills in automated systems to gather and deliver reporting for the Division. The position frequently conducts special projects and recurring reporting to meet programs, projects, and initiatives in successful achievement of mission objectives. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (NH-02, or equivalent in other pay system). Specialized experience must include experience in the developing management reporting and program analysis at the Center and/or Directorate level (e.g., formulating metrics, conducting studies/assessments, and/or implementation of process improvements. Specialized Experience requires at a minimum intermediate skill in common software products to create and modify charts/slides, spreadsheets/formulas, and documents independently. DUTIES : * Performs technical and administrative lead duties over diverse career fields and functionals. * Manage workload and tasks amongst employees by skillset, proficiencies, competencies, and capabilities. * Ensure strategic plan, mission, vision, and values are communicated to subordinates and integrated into daily operations and priorities. * Manages all personnel/position management on civilian and military positions from inception to completion. * Integrates and stays abreast of all HR and manpower policies and procedures to keep the organization compliant with established policies and regulations. Manages all performance management requirements. * Provide regular analytical and unique assessments where precedents may not exist, and management reporting and process improvements for advancement of the Division's organizational efficiency and productivity. * Conduct frequent studies to find improvement opportunities guided by agency regulations, policies, laws, and other governances. * Collect, present, and submit future year resource requirements through various hierarchy streams, processes, and formats. * Collaborates with team members to integrate process improvement initiatives into practical implementation. * Regularly meet with management on work status, feedback on recruitment programs, plan time-phasing of placement, and to stay informed of functional issues, new workloads, long-range personnel needs, problems encountered, and other matters that would impact recruitment and placement. SKILLS : * Subject Matter Expert (SME) in HR and manpower processes, policies, and procedures. * Expert in personnel actions/systems/products/application to include by not limited to: DCPDS, CHRIS, BI4, CAS2Net, MyBiz, MPT, UMD, Request for Personnel Actions, MCR/OCR, Realignments, military position maintenance, awards, MAT, virtual positions, MILPDS, Power BI Dashboards, attrition/accession analysis, manpower studies, etc. * Knowledge of Training, Safety, Manpower and Personnel, Human Resources, and Security regulations, practices, policies, regulations, and laws. * Possess expert ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy at the senior executive level. * Knowledge of methods and techniques for fact finding, analysis, problem identification/resolution and the development of action plans using qualitative and/or quantitative assessment methods to improve complex human resource management processes and systems. * Ability to perform research, gather facts, and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex issues and the development of concrete action plans. * The ability to effectively assemble and lead teams for assigned programs and to communicate clearly and effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. * This ability includes effective interactions with group members and individuals at all levels to achieve a stated position or make an adequate case for a particular strategy. REQUIREMENTS FOR THE POSITION : * U.S. Citizenship Required. * Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; Position is Non-Critical Sensitive (2) requiring a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance. * Requires Intermediate skill level in presentation and spreadsheet software. * Educational degree is highly desirable. * Work may occasionally require temporary duty travel (TDY) utilizing military and/ or commercial transportation. * May be required to work overtime or an irregular work shift.
