The Processing Section Lead provides proactive management in identifying and anticipating problems and communicating issues to upper leadership prior to any adverse impact. The Section Lead must possess the expertise to analyze data and metrics for early indication of problems within their team in the processing of cases and take appropriate actions to resolve problems and manage caseload. It is imperative that each section lead communicate technical direction to the staff in an effective and timely manner. The Processing Section Lead position provides the expertise to perform a complex and wide range of administrative and support functions necessary to support the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Personnel and Facility Clearances (OPFC). The Processing Section Lead oversees the accurate and timely reviewing of clearance packages for initial clearances and reinvestigations to ensure information is complete and consistent with procedures and policies. Processing Section Leads must possess comprehensive knowledge of theories, techniques and practices in the field of personnel security and be able to effectively apply such principles and techniques to a wide variety of problems and situations. Responsibilities * Attend and complete professional development training as it relates to Personnel Security proficiency.
* Directs section team members and processing activities daily meeting federally mandated timelines, standards for final work products and the Processing Team performance metrics.
* Ensures team members perform accurate and timely reviewing of clearance packages for initial clearances and reinvestigations to ensure information is complete and consistent with procedures and policies.
* Ensures clearance packages are processed, completed, and transmitted to the appropriate investigative agency in accordance with DOE and the Departement of Defense Counterintelligence Administration (DCSA) requirements, including processing the requests in the Electronic Applicant (eAPP) system.
* Review applicant and reinvestigation packages for completeness and process other security-related documents as required.
* Ensures data entry for all clearance actions including data entry into various databases and spreadsheets is accurate and timely entered.
* Ensures all written products must be professionally prepared, and technically and grammatically correct.
* Participate in the development and review of the Processor training plans; to include communicating expectations, expected proficiency and completion dates for all training.
* Provide on-the-job training to all Processors assigned to respective team.
* Prepare and reconcile weekly, monthly and quarterly reports as required.
* Plan and assigns work to Processors and set priorities. Provides mentoring when needed and completes team member performance appraisals.
* Reviews completed deliverables/work; to include quality assurance checks of team's daily work.
* Conducts internal self-assessments, prepares corrective action plans and disseminates lessons learned in a timely manner.
* Timely submission of weekly, monthly and quarterly reports.
* Ensures team members time sheets are filled in daily and all required information is entered correctly before approving.
* All other duties as assigned. Qualifications * Bachelor's degree from an accredited university or three to five years of experience working in a DOE Personnel Security Program.
* Working knowledge of the DOE Personnel Security Program, DOE Order 472.2, Personnel Security and other related Federal statutes and executive orders affecting personnel security programs.
* Possess comprehensive knowledge of theories, techniques and practices in the field of personnel security and be able to effectively apply such principles and techniques to a wide variety of problems and situations, and sufficient knowledge to evaluate personnel security cases.
* Excellent technical writing skills, including producing easily understandable, concise reports without technical errors.
* Proven verbal and presentation skills at the professional level and demonstrated intermediate knowledge of Microsoft applications (Word, Excel, Access and Outlook)
* Active DOE Q clearance or ability to obtain a DOE Q clearance.
