Overview:
The Financial Services Budget Execution Analyst plays a critical role in managing and optimizing budgets within the Intelligence Community. The position involves developing, executing, and monitoring budgets to ensure effective financial resource allocation. This includes analyzing financial data, identifying trends, and providing insights for strategic decision-making. Key Responsibilities: • Analyze and report on financial activities and budgets. • Create and monitor spend plans and financial execution activities. • Record and track interagency agreements and financial transactions. • Document financial commitments, obligations, and expenses accurately. • Prepare and process transactions, ensuring accurate payments. • Collaborate with stakeholders to align budgets with program goals. • Generate detailed budget reports for various stakeholders. • Assist in developing budget submissions and aligning them with strategic goals. • Support adherence to financial deadlines and milestones. • Recommend and implement process improvements. • Maintain records for interagency agreements. • Resolve outstanding financial obligations. • Support COTRs and the Chief of Staff with requirements and process inquiries. • Assist in drafting acquisition policies and instructions. • Participate in budget analysis, data calls, and portfolio reviews. • Develop methods to track financial activities and create program briefs. • Conduct budget assessments to ensure functional balance. • Generate communication materials related to budgets. • Collaborate with USG and IC partners in interagency forums. Requirements: • Active TS/SCI Clearance with Counterintelligence (CI) Polygraph. • Bachelor’s degree in Finance, Accounting, Economics, or related field with 12-15 years of experience, or a Master’s degree with 10-13 years of experience. • At least 7-10 years of government budgeting experience, including 3-5 years within the Intelligence Community. • Expertise in government budget execution and familiarity with the IPPBE process.
