With limited oversight from HR Management, performs Human Resources functions which include recruiting and selection, employee/labor relations, benefits administration, on-boarding/orientation, and recordkeeping, Essential Duties & Responsibilities: Recruit, interview, and facilitate the hiring of qualified job candidates for open positions; collaborate with departmental managers to understand skills and competencies required for openings.
Source and engage candidates by using various methods including social media networking, cold calling, participating in Job Fairs, partnering with college campus career development departments, partnering with Veteran's organizations, contacting government agencies as well other organizations regarding openings.
Assist employees and management in conflict resolution and in resolving employee and labor relations issues including investigations, documentation, recommendation, corrective action, and follow-up.
Coordinate and participate in investigations related to employment discrimination claims, harassment claims, etc.
Interpret Human Resources policies and procedures for management and employees.
Administer the Performance Evaluation Program. Provide feedback and recommendations to supervisors.
Create, evaluate, and distribute reports and resolve anomalies or issues with HR related data.
Maintain accurate employee data that includes position descriptions, rates of pay, and billing rates. This includes periodic review to ensure compliance with contractual values.
Administer pre-employment activities and conduct new hire onboarding as needed.
Perform benefits administration duties.
Conduct employee exit interviews.
Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
Assist in generating required federal, state, and local reports such as AAP, EEO, Vets-100, etc.
Assist in conducting supervisor/employee training and benefit presentations.
Represent the human resources department in the absence of the HR Manager.
Performs other related duties as required.
Qualifications: Education: Bachelor's Degree in Human Resources, Business Administration, or a closely related field. Experience: In lieu of the Bachelor's Degree, a High School Diploma plus at least 8 years of experience. With a Bachelor's Degree, a minimum of four years of progressively responsible experience in a Human Resources Generalist position. Strong experience in recruitment and employee relations required. Demonstrated proficiency in Microsoft Excel required. Knowledge, Skills, and Abilities Required for this Position: Excellent customer service skills.

Thorough knowledge of current employment-related laws and regulations
Proficiency with Microsoft Office Suite.
Proficiency with or the ability to quickly learn the Company's HRIS and talent management systems.
Excellent verbal and written communication skills as well as presentation abilities.
Excellent interpersonal, negotiation, and conflict resolution skills.
Ability to work flexible hours.
Professional in Human Resources (PHR) or SHRM-CP certification is preferred.
Must possess a valid driver's license
Must have a valid passport.
Able to obtain and maintain a Government Secret Security Clearance.
Work Environment, Physical and Mental Demands: Typical office environment with no unusual hazards, prolonged sitting while using the computer and the telephone and attending meetings, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness. Ability to use a computer to input and retrieve information and data. Ability to travel remote locations as required by the Company.
