Financial Management Overall Assignment Description: Provide senior-level financial management support services across the planning, programming, budgeting, and execution cycles for CIO-T and the IT portfolio. In collaboration with Expert Financial Manager, support activities associated with interpreting and applying IC/DoD/NGA planning and programming guidance, managing CIO-T's program build development process, developing and coordinating congressional budget justification submissions, and monitoring IT portfolio expenditures. * Serve as a financial advisor to government leads, conduct financial and data analytics, and support senior leadership deliberations on investment/divestment and unfunded requirement decisions by providing data-driven decision support. * Apply Federal planning, programming, budgeting, and execution policies and procedures and in depth financial data analysis for CIO-T and IT portfolio investments * provide detailed analysis and decision support to IT governance boards including spend plan analysis, execution data analysis, unfunded requirements analysis, and invest/divest analysis; document findings and recommendations in reports and briefings. * Research and work with government leads to identify and coordinate solutions to funding gaps. * Act as trusted financial advisor to CIO-T and IT portfolio management leadership. * Conduct financial and cost benefit analysis for strategic business cases which influence investment/divestment decisions for CIO-T and IT portfolio program build * Review and analyze IC, DoD, and NGA planning and programming guidance; provide inputs and coordinate with internal and external organizations; track actions to completion. * Validate and provide alternatives to program build investment and divestment requests; ensure consistency of investment requests with strategic direction and previous budget requests. * Analyze prior program build efforts; identify lessons learned and craft recommendations to improve future activities * Coordinate and collaborate across organizations to obtain data and inputs required for external financial reporting and internal analysis in a manner that builds positive rapport and networks across organizational boundaries. * Support the coordination and development of CIO-T's IPBS, CBJB, and budget rollout submissions. * Reconcile oversight adjustments such as congressional earmarks, DDDs, and OMB Passback, and other congressionally direction actions. * Identify and correct anomalies in budget narratives; prepare budget justifications for notable changes. * Compare and contrast congressional responses to budget narratives; identify inconsistences and provide recommendations for improvement. * Work as a part of an integrated IT portfolio management team to include direct interfacing with program offices and senior NGA leadership. * Employ exemplary written communication skills for report and document reviewing/editing. * Assist in the development of management and senior-level briefings and present briefings when necessary. * Identify resource-driven decisions points and agenda items for IT governance boards, draft Memorandum for Record (MFRs) documenting financial decisions, publish IT governance board minutes, and track actions to completion. * Make effective use of NGA provided computational methods, tools, and data sets. * Apply analytical skills employing spreadsheet/database proficiency. Skills/SME: Required * TS/SCI; CI Polygraph preferred * Minimum Twelve (12) years of overall experience and eight (8) years of relevant experience * Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Computer Science, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed above, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. -OR- A minimum of 4 years of experience in accounting, finance, cost estimation, project management, requirements definition, or a related are that demonstrates the ability to successfully perform the duties associated with this work. * Proficiency with relational database structure (especially financial) and the Microsoft Office Suite, with expertise in the functions and application of Microsoft Excel spreadsheets to include advanced functions. * Recent (within 3 years) experience conducting analysis from complex and diverse sources; explaining or identifying issue impacts and alternatives; applying analytical techniques including cost-benefit analysis, problem identification and recommended resolution, business case evaluation; analyzing large acquisition programs and the DoD life-cycle management processes. * Recent (within 3 years) experience in IT portfolio management, including IT portfolio management implementation, application and investment analysis. * Experience in program/project programming, planning, budgeting, and execution efforts to include leveraging program/project management best practices, policy, resource defense, report and document reviewing/editing, systems engineering and acquisition principles and practices, strategic planning, scheduling and project management. * Experience with PPBE cycles and key documents such as the Program Objective Memorandum (POM), Public Sector Budget (PSB), and Congressional Budget Justification book (CBJB). • Recent experience (last 2 years) in Federal planning, programming and budgeting, financial data analysis.
