SUMMARY: Under limited supervision, the Security and Network Engineer installs, configures and supports the Authority's local area network (LAN), wide area network (WAN), and Internet systems. Responsible for the availability, reliability, performance, security and maintenance of the Authority's Enterprise and SCADA network infrastructure. This includes future design, implementations and operational support for all security and network related initiatives as it relates to the Authority. Provides Tier 3 support to the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  1. Responsible for network maintenance including the daily operations of managing the BJWSA network, operation of networking components such as switches, routers, firewalls, access points, hubs, bridges, and transport media (wire, fiber optic cable, and/or wireless), as well as operation of configuration and management software tools.
  2. Primary support of the Authority's enterprise IP network infrastructure as designed and implemented, including network and security components and associated equipment.
  3. Designs and/or implements network installations encompassing all aspects of network installation, including design, budget estimates, planning, inside/outside plant, post-install inspection, as-built drawings and test results. Supports Management with network strategies, test systems and develop system standards.
  4. Monitors network health, security and performance; takes correction action, when necessary, to ensure optimal response times for users, applications and systems.
  5. Supports data network equipment such as routers, switches, firewalls, load balancers, IPS/IDS devices, wireless access points, and other data/IP networking-related equipment.
  6. Applies strong knowledge of data communications, principles, architectures and protocols, including TCP/IP, routing, switching, WAN and Ethernet technologies to design and implement efficient network configurations.
  7. Researches emerging technologies and makes appropriate recommendations to improve network performance, security and reliability.
  8. Recommends procedures and controls for problem prevention, network or security related.
  9. Analyzes, reviews, and alters computer systems to maintain and increase operating efficiency and system resources, minimize support and maintenance or adapt to new requirements.
  10. Answers operational questions clearly and succinctly, and resolves problems by applying knowledge of computer software, hardware, and procedures.
  11. Assists with the implementation of the IT Continuity Plan. This plan includes identification of critical business functions supported by core applications and hardware with associated recovery time objectives, mitigation strategies, and resource requirements to ensure IT operational continuity. The plan addresses cybersecurity and documentation of disaster recovery procedures for IT datacenters and communications.
  12. Ensures all activities are conducted in an efficient and cost-effective manner in strict conformance with all local, state, and national electric codes, DHEC standards and established OSHA and Authority safety regulations and policies.
  13. Trains users on software, hardware, and operating systems; utilizing appropriate training material or arranges training with training coordinator.
  14. Identifies equipment specifications and orders IT equipment in accordance with approved IT budgets.
  15. Performs root cause analysis and develops checklists for typical problems.
  16. Documents internal policies and/or develops training material for end-users; this includes network documentation.
  17. Keeps abreast of new developments in field; includes self-study and company provided training.
  18. Performs other related duties as assigned to ensure effective operation of department.

EDUCATION and/or EXPERIENCE: Requires a Bachelor of Science in Computer Science or related degree, an Associates Degree in Electronics with five to seven years experience in an IT system or a High School Diploma with seven to ten years experience in IT systems. Experience includes utilizing troubleshooting techniques and knowledge involving computers, networking, software, fiber optic networks, security, and communications equipment. Experience includes managing IT projects. Has in-depth, functional, broad-based knowledge of security practices and networking. Must be able to communicate effectively and clearly with all departments and employees to establish and maintain cooperative working relationships. Prefer two years of experience with maintaining governmental information systems.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess and maintain a valid driver's license. Cisco Certified Network Professional (CCNP) Routing and Switching, PCNSE, CISSP or equivalent certification required.

Requires good organizational skills and able to conceptualize how software applications and data integration fit into the BJWSA's technology plans.
