Job Summary


This is a highly responsible administrative position within the Finance Department with a variety of duties including external audit preparation, internal audit and compliance activities and review of occupational license tax returns. Work is performed under limited supervision.


Major Essential Duties


  • Assist external auditor in the completion of the annual audit with support and other audit-related functions assigned by the Treasurer.
  • Prepare and maintain a variety of accounting reports and complex records; assess requirements for reports and recommend sections for staff to prepare.
  • Document the audit process to create an audit preparation playbook including timelines, how to run reports, where to find information, etc.
  • Ensure that Finance and Occupational License Department functions are carried out in compliance with all state and federal laws as well as the requirements of the state local finance officer.
  • Assure internal controls are established, maintained, and documented in compliance with organization objectives.
  • Perform periodic reviews of financial transactions and account reconciliations.
  • Review and monitor county credit card program(s) for any abnormal activity.
  • Prepare quarterly compliance report for review and approval by the county administrator.
  • Oversee fixed asset recordkeeping and work with appropriate departments to ensure accuracy.
  • Review occupational license tax returns for underpayments and delinquencies, contact non-compliant entities, and conduct audits for legal compliance.
  • Continuous improvement mindset with regards to making established processes more efficient.

Relationships

  • Reports to the Treasurer, with separate internal audit reporting to the County Administrator and Judge/Executive


Requirements:

Qualifications

  • Education and/or Experience
  • Graduation from a four-year college or university with a degree in accounting or any combination of experience and training which provides the desired knowledge, skills, and abilities.
  • 5 years of audit/compliance experience.


Language Skills

  • Good verbal skills, ability to communicate effectively with coworkers, peers, management, and the general public; ability to provide clear, easily understood explanations and directions.
  • Good writing skills: ability to prepare clear and concise letters, memos, report, et al.
  • Ability to read and comprehend written reports, letters, instructions, legal laws.


  • Mathematical Skills
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs. Ability to apply concepts of algebra, geometry, and statistics as needed.


  • Reasoning Skills
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of complex and technical information, and instructions. Ability to solve practical problems, and deal with several abstract and concrete variables.
  • Ability to read, analyze, and interpret policies, procedures, and government regulations. Ability to respond to sensitive inquiries or complaints from the general public, business community and regulatory agencies.


  • Certificates, Licenses, Registrations
  • CPA, preferred.

  • Ability to deal fairly with coworkers, peers, and management.
  • Basic knowledge of management skills required planning the day's work and organizing resources to obtain desired goals.
  • Ability to work effectively on a daily basis with standard supervision.
  • Advanced computer skills, proficiency in the use of Microsoft Office applications.
  • Ability to train individuals in the use of the computer software system, including the creation and documentation of policies and procedures within the departmental function.
  • Ability to get along with others in the workplace and to respect their rights and individual abilities.


Physical Demands

  • Ability to type using a standard keyboard.
  • Sit and/or stand for extended periods of time.
  • Ability to speak and hear.
  • Lift and/or move up to 25 pounds.
  • Reach overhead with hands and arms.
  • File in and retrieve documents from filing cabinets.
  • Must be able to pass a drug test.

  • Office temperature fluctuates.
