POSITION SUMMARY:
This role will provide support to the Air Force Life Cycle Management Center (AFLCMC) Fighter/Bomber Directorate (AFLCMC/WWM) at Hill AFB, UT. The program’s mission responsibility is to develop, produce, deploy, modernize, and support United States and coalition partner F-16 fighter aircraft weapon systems and subsystems. The Information Assurance (IA) Manager will serve as lead technical advisor to the materiel leader for the F-16 IA program and assist to provide multi-discipline expertise covering program management, IA management, systems engineering, System Security Engineering (SSE), system administration, network administration, project management, and integrated schedule development functional areas combined with extensive F-16 systems and configuration experience. PRIMARY RESPONSIBILITIES:
• Assist with detailed F-16 USAF, European Participating Air Force (EPAF), and Foreign Military Sales (FMS) systems integration and configuration processes to identify integration and performance methods and risks. Assist the Government in the development, implementation and execution of integration and acquisition strategies for multiple F-16 USAF, EPAF and FMS programs. • Support translation of customer requirements into acquisition program requirements and requirements development for hardware and software. • Provide technical support for the F-16 IA program including the protection of the confidentiality, availability, integrity, authenticity, and non-repudiation of user data. • Develop integrated schedules including program conceptual schedules. • Provide advisory support in system/subsystem engineering, manufacturing, quality assurance, DM, CM, contracting, FM, test/evaluation, logistics, and other technical integration functions as they relate to the development, implementation, and sustainment of F-16 systems. • Support IPTs and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans. • Provide F-16 AT program support to include AT program requirements. • Provide technical support for F-16 SSWG and program protection activities to include but not limited to development and evaluation of program CPI; security classification guidance development and review; and technical support to evaluation F- 16 security guidance. • Support continuous assessment and evaluation of the overall F-16 IA program and individual project goals, objectives, strategies, and performance metrics. • Prepare, deliver and defend studies and briefings to both end users and senior leadership as needed. • Support the F-16 IA organization at executive levels within the Government and to contractor/industry representatives. • Review and interpret cyber threat and other intelligence reports at the TS-SCI level and provide appropriate guidance to F-16 Program Office activities. • Provide support to Platform Information Technology (PIT) Assessment and Authorization (A&A) for F-16 program during the acquisition life cycle. This support includes developing, modifying, reviewing or coordinating PIT determination packages, Information Assurance Strategy (IAS), Information Assurance Plan (IAP), System Security Plan (SSP), Security Concept of Operations (CONOPS), artifacts for program reviews and RFPs. • Execute the IA Risk Management Framework (RMF) to support A&A for the F-16 aircraft platform and modifications. Evaluate the technical implementation of the security design to ascertain that security software, hardware, and firmware features affecting confidentiality, integrity, availability, accountability, and non-repudiation have been implemented as documented in the National Institute of Standards and Technology (NIST) 800-53 and/or DoDI 8500.2. Facilitate staffing of each approval package through the requesting organization and the Engineering Directorate (AFLCMC/EN) prior to submission and briefing to the Designated Approving Authority (DAA). • Perform IA site audits to verify architecture analysis, IA requirements and controls, verify mitigation actions, witness IA testing and evaluation, and to support final approval for Interim Authority to Test (IATT), Interim Authority to Operate (IATO) and/or Authority to Operate (ATO)/Authority to Connect (ATC). Document and report IA site audit findings and recommendations. • Identify the Software Assurance (SWA) pedigree and quality assurance issues and document the results. Perform software security analysis to assess the vulnerabilities and risks. The Contractor shall assist to document results and report to the Government PM and the Certification Authority Representative. Develop an approach for performing operational SWA sensitivity analysis. Develop SWA test metrics for inputs to the TEMP and assist with risk assessments. MINIMUM QUALIFICATIONS:
• Must have an active DoD Top Secret/SCI clearance.
• BS degree in a computer science or engineering discipline.
• Must have a Certified Information Systems Security Professional (CISSP) certification. DESIRED QUALIFICATIONS:
• 10+ years of IA Management and security engineering experience as well as detailed knowledge of all USAF, EPAF, and FMS F-16 configurations to address F-16 USAF, EPAF and FMS requirements. • Knowledge in F-16 development and the fielded system, including an understanding of the system requirements. SUPERVISORY RESPONSIBILITIES:
This position does not supervise the work of others. WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard office equipment. PHYSICAL DEMANDS:
Must be able to operate a computer and other standard office equipment. Must be able to remain in a stationary position, 80%. TRAVEL:
