Job Summary

We are seeking an experienced Senior IT Project Manager to lead the project management effort for the Human Capital Management (HCM) Modernization initiative. This is a highly visible, executive-facing role requiring a seasoned professional who can manage complex technology programs, coordinate across multiple stakeholder groups, and drive delivery in a structured government environment. The ideal candidate brings deep HCM implementation experience, strong vendor management capabilities, and the executive presence to work directly with senior county leadership at the C-suite level.

Job Description

We are seeking a Senior Project Manager to lead the project management effort the Human Capital Management (HCM) Modernization initiative. This position will be full-time and onsite in New Castle, DE.

What You’ll Do

  • Lead end-to-end project management for the HCM Modernization initiative, including planning, scheduling, resource coordination, risk management, and status reporting across all project phases 

  • Serve as the primary point of contact and liaison between NCC executive leadership, internal stakeholders, the business analyst team, and the selected system integrator 

  • Develop and maintain comprehensive project plans, milestone schedules, dependency maps, and budget tracking to ensure on-time, on-scope delivery 

  • Facilitate and lead Steering Committee meetings, executive briefings, and stakeholder working sessions, communicating clearly and confidently at the C-suite level 

  • Build, maintain, and actively manage the project RAID log (Risks, Assumptions, Issues, and Dependencies), escalating critical items to executive leadership as appropriate 

  • Develop and maintain the RACI matrix to ensure clear accountability across all project workstreams and team members 

  • Lead vendor management activities including system integrator coordination, performance monitoring, contract compliance, and issue resolution 

  • Oversee RFP development support, vendor evaluation processes, and proposal scoring in coordination with the Strategic Advisor and Business Analyst 

  • Manage project change control processes, ensuring all scope changes are documented, evaluated, and approved prior to implementation 

  • Coordinate UAT planning and execution, defect tracking, and go-live readiness activities 

  • Develop and deliver regular project status reports, executive dashboards, and presentations to county leadership and stakeholders 

  • Identify and proactively mitigate project risks related to scope, schedule, resources, and technology 

  • Ensure adherence to NCC project management standards, procurement policies, and change management processes 

What You’ll Need

Required:

  • 7+ years of IT project management experience, with at least 3 years leading HCM or ERP modernization implementations 

  • Demonstrated experience with Workday and/or PeopleSoft implementations or migrations 

  • Proven ability to communicate and present effectively at the C-suite and executive leadership level 

  • Strong vendor management experience, including oversight of system integrators and third-party contractors 

  • Proficiency in RAID log management, RACI development, and project governance frameworks 

  • Experience working within SDLC, Agile, waterfall, or hybrid delivery methodologies 

  • Excellent facilitation, communication, and stakeholder management skills 

  • Bachelor’s degree in Information Technology, Business, or related field 

  • PMP certification or equivalent project management credential

Preferred:

  • Experience managing public sector or government technology projects 

  • Familiarity with Workday HCM modules including Recruiting, HR/Employee Data, Benefits, Time & Attendance, and Payroll 

  • Exposure to organizational change management (OCM) practices 

  • Background in procurement, RFP development, and contract negotiation support 

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards

  • Sedentary work involving sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

  • Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

$80 - $90 per hour

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
