Job Description

We are looking for an experienced MSP Program Leader to serve as the chief account executive for our Managed Service Provider program supporting the Commonwealth of Virginia. This position is full-time and hybrid with a required local presence in Richmond, VA.

What You’ll Do

  • Serve as the primary CAI point of contact and program executive for the Virginia MSP contract, representing CAI’s interests and program delivery team members while supporting the Commonwealth’s mission, directives, and procurement policies

  • Own and manage end-to-end contract operations, including staff augmentation requisition management, Statement of Work (SOW) oversight, rate card administration, sub-vendor management, and eVA catalog compliance

  • Build and sustain strong relationships with client leadership, agency procurement officers, AITRs (Agency IT Resources), and other Commonwealth stakeholders, acting as the trusted partner for all program matters

  • Identify and implement program improvements aimed at driving customer satisfaction and quality service delivery, including rapid execution of enhancements required by regulatory or legislative mandates

  • Lead program transition activities as contract modifications are executed, including system changes, vendor communications, training, and go-live readiness

  • Monitor and report on program performance against KPIs and SLAs defined in the contract, develop and execute corrective action plans, and present performance data in regular business reviews

  • Manage the sub-vendor ecosystem, including onboarding, compliance monitoring, sub-agreement administration, insurance verification, and rules of engagement enforcement

  • Prepare and present regular business reviews to client and other stakeholders, reporting on program performance, staffing trends, SLA adherence, and strategic opportunities for enhancement

  • Oversee fiscal and budgetary program operations, including PO management, invoice accuracy, fiscal year-end processes, and rate card administration within eVA and VMS

  • Lead agency communications and change management activities to ensure all participating Commonwealth agencies understand program updates, contract modifications, new processes, and available services

  • Ensure full program compliance with client policies, contract terms, Commonwealth procurement regulations, and CAI internal policies, proactively identifying and remediating compliance risks

  • Serve as the point of escalation for complex program issues, including sub-vendor disputes, agency complaints, and contractual interpretations requiring client coordination

What You'll Need

Required:

  • Proven track record as a lead Account Manager or Program Manager on a large MSP or contingent workforce contract with full accountability for client relationships, contract compliance, and delivery outcomes

  • 8+ years of experience in account management or program leadership, with at least 5 years in a lead account executive or program director role on a large government or public sector MSP or staffing contract

  • Knowledge of Time and Materials (T&M) and Statement of Work (SOW) project delivery and broad labor category support

  • Proven ability to lead complex program operations, grow client relationships, and navigate challenging contractual or delivery situations

  • Strong client and partner relationship management skills and a customer-centric approach

  • Experience with Virginia state government, procurement processes, and the eVA procurement system strongly preferred; familiarity with VectorVMS or similar MSP technology platforms highly desirable

  • Bachelor’s degree in Business, Public Administration, or a related field required; advanced degree or PMP certification desired

  • Demonstrated ability to manage complex stakeholder environments with strong executive presence and communication skills

  • Must reside in or be willing to relocate to the Richmond, Virginia metro area

Preferred:

  • Experience managing a large sub-vendor network of suppliers in a competitive staffing or MSP environment

$140,000 - $190,000 per year

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role receive paid time off and may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
