Financial Analyst This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered. The Financial Analyst will assist with CBP's Financial Management, Reporting and Budget. Tasks may include coordinating data inquiries, writing investment justifications and working with subject matter experts to provide information needed to develop and advocate for the PMO's resource requirements. Compensation & Benefits: Estimated Starting Salary Range for Financial Analyst: $80,000 to $90,000. Pay commensurate with experience. Financial Analyst Responsibilities Include: * Assist with include coordinating data inquiries, writing investment justifications and working with subject matter experts to provide information needed to develop and advocate for the PMO's resource requirements. * Assist the Government in consolidating requirements and drafting documentation to support all out-year budget requests. * Coordinate with the PMO Business Operations Division Director and Financial Management Branch Chief in conducting analysis, consolidating documentation, and providing draft inputs for the Resource Allocation Plan (RAP) and Spend Plan(s) * Support the Financial Management Branch in tracking and processing financial data in SAP (or its replacement) and on external reports for the PMO. * Entry of procurement requests and reporting accurate funds commitment, obligation and disbursement data in SAP (or its replacement). * Assist PMO in ensuring that the budget is executed in accordance with applicable federal laws and regulations. Specific tasks required are as follows: * Process Purchase Requisition Request (PRR) Forms * Request new Z-codes as required in coordination with FM&E Planning, Policy, Programming and Budget (P3B) * Review Project Requirements Documents for financial implications, recommend concurrence/non-concurrence to Branch Chief * Perform 3i review of Purchase Requisitions, as needed. * Perform Budget Officer Quality Assurance review of Purchase Requisitions * Develop and coordinate signature of Reimbursable Work Authorizations in line with DHS, CBP and FM&E policy. * Complete re-programming requests in coordination with P3B * Monitor funding availability and expenses. * Process Commercial Invoices & Intra-governmental Payment and Collections (IPAC) * Process de-obligations * Process Goods Received (GR)/Invoices Received (IR) actions. * Draft, edit and/or review documents on process, policy, procedure, and training, and track and analyze financial performance indicators on programs and projects. * Coordinate meetings with stakeholders on financial management topics and coordinate financial management training sessions as needed. * Research and validate data responsive to financial audits and perform regular quality assurance/quality control checks of financial data in SAP (or its replacement). * Produce daily and weekly financial reports as requested by the Government Client. * Performs other job-related duties as assigned. Financial Analyst Experience, Education, Skills, Abilities requested: * Bachelor's Degree or equivalent in Business Administration-Finance * 3 or more years' experience in a federal setting * Experience in Government budget and must have knowledge of Federal Appropriations Law * Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint). * Advanced PowerPoint Skills including Presentation/Deck development must be able to have a mastery of presentations utilizing advanced graphics, charts, graphs and available animations. * Advanced Excel skills -mastery of complex if/then statements, match/index, advance pivot, and chart/graphic development and visual basic programming for macro development. Charts and graphs must capture and retain audience attention. * Dashboards - Ability to input to centralized interfaces to provide important financial information that stands out, is easy to digest and is visually appealing. Experience in dashboard development a big plus. For example, a dashboard that highlights the status of managed leases to show current numbers, future trends, identifying costs to renew or replace them as they expire and to highlight the most important ones. This would be used to provide out-year budgeting decisions and drive conversation and focus. * Visio- skilled in the ability to develop decision trees. * Strong written and verbal communication skills. * Strong organizational skills. * Must be able to obtain a Public Trust. * Must have experience using SAP (ERP System). * Must pass pre-employment qualifications of Cherokee Federal.
