Description
- Enforces compliance of City Codes including, but not limited to, illegal accumulations, hazardous trees, inoperable vehicles, abandoned vehicles, junkyards, obstructions and overgrowth. Observes and receives complaints from citizens; meets with property owners; sends letters and posts the property. Re-inspects for compliances; prepares documents to abate with a contractor. Prepares documents and evidences for court cases; files warrants and appears in court. Takes photographs and maintains records; and works with other city and state departments.

- Performs investigations by inspecting and taking pictures, making notes and meeting with property owners; sending certified letters to property owners; using GIS and roadmaps to find landmarks for reference points on property; walking on various terrain; using tape measure; entering data into city works computer system; looking up property owners in GIS; taking phone calls; meeting with other departments; and reviewing codes with the public.
- Enforces inoperable and abandoned vehicle codes by investigating complaints, taking pictures and tagging vehicles; meeting with and sending letters to property owners; re-inspecting after designated time; closing the case if abated by the property owner; providing paperwork for the contractor to abate; following up with the contractor; holding an auction if the vehicle is not retrieved in 21 days; and entering information in the city works computer system.
- Enforces illegal accumulations/obstructions regulations by investigating and documenting; keeping records and meeting with property owners; starting case file and sending certified letters to property owners; using GIS and roadmaps to find landmarks for reference points on property; re-inspecting, and closing the case if abated by the property owner; and providing paperwork for court, if necessary.
- Prepares paperwork and meets with City Attorney on property when appropriate; appears in court as needed.
- Resolves hazardous tree complaints by inspecting and taking pictures, making notes, starting case file, sending certified letters; and re-inspecting and abating if necessary.
- Monitors junkyard licensing and takes appropriate actions when needed.
- Provides emergency response during severe weather (snow, floods, storms, etc.). Pickup and delivery of vehicles.
ADDITIONAL DUTIES- Performs additional duties as assigned.

Education and Experience
High School Diploma or GED and six months to one year of post-secondary study; and two to four years of experience.
An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above
Certifications/Licenses- Valid Driver’s License with acceptable driving record according to City Criteria.

Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE
Typically requires use of computer and related software and hardware; and any other equipment as appropriate or required.
WORK ENVIRONMENT
The work is performed in an office environment and outdoors, where there is exposure to occasional mechanical hazards and physical danger or abuse. There is seasonal exposure to respiratory hazards, extreme temperatures, and wetness/humidity. There is rare exposure to mechanical and electrical hazards.
The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel toe shoes, etc.) and any other equipment as apparent or assigned.
