Job Details Job Description We are seeking a Program Manager to lead and manage the cybersecurity initiatives for the NOAA Cyber Security Center (NCSC). This role is critical to the success of NOAA's 24x7x365 mission to protect its IT infrastructure and sensitive data from evolving cybersecurity threats. The Program Manager will be responsible for overseeing the execution of cybersecurity projects, ensuring compliance with federal standards, and managing resources to maintain secure operations across the NOAA enterprise. Key Tasks and Responsibilities * Oversee incident response processes through the NOAA Security Operations Center (NSOC), ensuring prompt identification, containment, and recovery from cybersecurity incidents. * Coordinate with NOAA's Enterprise Cyber Security Services (ECSS) to deploy, maintain, and enhance cybersecurity solutions. * Provide leadership in implementing cybersecurity controls as per NIST 800-53 r5 and Federal Information Security Modernization Act (FISMA) requirements. * Receive work requests and coordinate tasks with the Contracting Officer's Representative (COR) and Government Project Leads (GPL). * Leverage Service Level Agreements (SLA) and Service Level Objectives (SLO) to ensure adequate service performance. * Ensure compliance with Federal and DOC zero trust architecture (ZTA) standards and cybersecurity practices. * Develop, track, and maintain project plans for major NCSC initiatives. * Monitor progress, report on resource use, and communicate any risks of missing deadlines. * Manage system administration services for FISMA High system computers and networks. * Estimate resource needs and timelines for projects. * Allocate work to staff and manage resource deployment. * Identify and resolve technical and managerial issues related to project execution. Job Requirements: Education & Experience * Bachelor Degree in a relevant discipline is desired. * Minimum of 7 years of relevant experience in program management, particularly in IT and cybersecurity within federal agencies. * Strong understanding of federal IT security policies, NIST guidelines, and cybersecurity best practices. * Experience in managing cybersecurity incident responses and maintaining secure infrastructure. * Proven ability to manage large-scale, complex IT projects in a federal contracting environment. Certifications Candidate must possess and maintain one or more of the following certifications: * PMI Program Management Professional (PgMP) * PMI Project Management Professional (PMP) * PMI Portfolio Management Professional (PfMP) * PMI Agile Certified Practitioner (PMI-ACP) * Projects in Controlled Environments - PRINCE2 Practitioner * Scrum Alliance Certified Scrum Professional - ScrumMaster (CSP-SM) Candidate must also possess and maintain one or more of the following technical certifications: * ISC2 Certified Information Systems Security Professional (CISSP) * ISC2 Information Systems Security Architecture Professional (ISSAP) * ISC2 Certified Cloud Security Professional (CCSP) * ISACA Certified Information System Manager (CISM) * ISACA Certified Information System Auditor (CISA) * GIAC Security Leadership Certification (GSLC) * EC-Council Certified Chief Information Security Officer (CCISO) * Cisco Certified Architect (CCAr) * Cisco Certified Design Expert (CCDE) * Cisco Certified Internetwork Expert (CCIE) Security * Axelos ITIL Master * Axelos ITIL Strategic Leader (SL) Security Clearance * Agency-specific background investigation is required * US Government Secret clearance may be required Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) * Periodic travel to customer work locations may be required * This is a 24x7x365 customer mission.
