General Engineering and Project Management Support **Immediate Opportunity** CSEngineering is looking for General Engineering and Project Management Support! This position will support the AFGSC HQ at Barksdale AFB LA. CLIENT OVERVIEW AFGSC (Air Force Global Strike Command), which stood up on 7 August 2009, is responsible for organizing, training, and equipping global nuclear and conventional global strike forces, including Intercontinental Ballistic Missiles (ICBM), B-52 bombers, B-1 and B-2 bomber forces, and Kirtland AFB, NM special mission sets. A time-phased transition of assigned forces from separate Air Force Major Commands (MAJCOM) transpired with the ICBM forces transitioning on 1 December 2009 and bomber forces on 1 February 2010. The B-1 and Kirtland missions transitioned in October 2015. With these transitions came a continued need to write, coordinate, and approve AFGSC Supplements to Air Force Instructions, allowing transitioned units to understand, prepare, and implement the AFGSC mission. In addition, the generation of various follow-on supplements, identification and generation of training materials, continued identification of the required AFGSC information technology (IT) architecture, and monitoring the development of programs, all of which are not directly tied to the transition plan will further AFGSC's capability to meet the nuclear and conventional global strike missions. To meet these responsibilities, HQ AFGSC/A4 requires extensive ICBM weapon system expertise. JOB RESPONSIBILITIES Assist with planning, developing requirements, cost estimates, and performing engineering management work for significant multi-phase projects that normally cross engineering disciplines and require professional technical knowledge of general engineering principles.
Assist with projects that are often associated with a wide variety of architectural and engineering disciplines to include architectural, structural, civil, mechanical, electrical, and environmental work.
Assist with projects that are associated with the AFGSC mission sets that require integration of security, munition, and nuclear certification requirements (which are a blend of traditional and non-traditional engineering standards).
Provide planning and programming support for new and revised requirements at the installations.
Participate on an engineering team and assist in the planning, survey, scope development, cost estimating, and phased scheduling of projects and requirements.
Evaluate and advise the Government on installation requests for new construction, renovation, and improvements of facilities and infrastructure.
Provide technical advisory support on emerging technologies to ensure programmed development will not prematurely become obsolete.
Advise the Government on validity, feasibility, achievability, and efficiency of proposed projects based on constraints in scheduling, cost, manpower, etc.
Support the generation of independent Government cost estimates (IGCEs) for projects. All cost estimates shall be prepared using RS Means or similar format/software as required by the Government.
Provide MAJCOM engineering management of the project process.
Ensure federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the project development cycle.
Coordinate the draft preparation and reviews of architect and engineer (A&E) statements of work (SOW).
Assist with providing criteria and standards for specialized, difficult, and unusual requirements to include nuclear certification conditions.
Coordinate requirements with architects/engineers in a variety of disciplines.
Assist the Government with the review of engineering plans, specifications, and cost estimates of A&E firms or other design agents to ensure design excellence, successful requirements capture, and compliance with specifications and codes.
Work with organizational managers, budget personnel, and engineering authorities to develop and gain approval for proposed construction, maintenance, and repair projects.
Provide construction and project management oversight and advisory support.
Provide project management communication support for large and complex projects requiring interface with stakeholders to include: facility occupants, operators, Air Force Nuclear enterprise leadership and subject matter experts, national laboratories, architectural and engineering firms, the US Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Command (NAVFAC).
Assist and guide to AFGSC team members, monitor project progress at the installations, and provide inputs to higher HQ levels on performance.
Assist on the inspection/surveillance of assigned projects. Apply sufficient knowledge of general engineering discipline principles to discuss discrepancies and potential solutions with those performing the work.
Provide project close-out assistance and support.
Advise the Government on operations and maintenance procedures for projects nearing completion.
Advise on accurate, effective, and timely close-out actions of all assigned projects.
Assist in project life-cycle review and post-construction after action reporting and lessons learned capture.
Stay current with computers and computer software such as information management software, computer aided design and drafting (CADD) programs, and project tracking/management software to solve engineering problems and facilitate work. REQUIRED QUALIFICATIONS Security Clearance: Must have a Secret clearance. ABET-accredited engineering undergraduate degree or ABET-accredited graduate STEM degree.
Minimum of three (3) years of experience in base-level or MAJCOM facility project planning, programming, and management. Military Construction (MILCON) project planning, programming, and management is highly desired.
Minimum of five (5) years of experience with engineering or project management support, professional licensing preferred.
Minimum of five (5) years of experience with documentation of engineering goals, objectives and requirements
DoD Secret clearance based upon an SSBI completed within the last 5 years.
Must be a US Citizen.
