Culmen is seeking to hire a Senior Acquisition Program Management Specialist to provide Systems Engineering and Technical Advisory (SETA) support to the United States Special Operations Command (USSOCOM), they would be responsible for working closely with government Assistant Program Managers (APMs) in support of specific programs and support large Acquisition Category (ACAT) Level III projects which include regimented, acquisition-specific actions requiring command-level oversight. On-site, Fort Belvoir, VA. Key Responsibilities: Developing program support documentation (e.g., Simple Acquisition Management Plans (SAMPs), Acquisition Program Baselines (APBs), Analyses of Alternatives (AoAs), etc.) in order to support the acquisition strategy/plan, acquiring appropriate approvals specified by the APMs, Program Executive Officer (PEO) and the Acquisition Executive.
Assisting Government personnel in facilitating procurement and acquisition planning sessions with user departments' representatives to ensure understanding of the procurement process and associated timeframes, and establishing respective roles and responsibilities.
Advising Government personnel in the preparation of new requirements documentation. In addition, he/she shall assist Government personnel in preparing new equipment and system SOOs and SOWs to satisfy validated unit requirements.
Tracking the status of procurement actions.
Preparing and submitting logistics data to the receiving supply support activity.
Performing market research to identify potential vendors using open source research methods based upon Government-established requirements and reliance upon its knowledge of advancements in the communications industry, Other Government Agencies (OGAs), and academia to determine new applications to unit requirements.
Maintaining commercial off the shelf (COTS) equipment awareness and insights on technological advances in order to recommend methods to enhance future research and development or procurements, through modification and application of evolving technology.
Providing alternatives and recommendations for the appropriate method of solicitation in accordance with applicable laws, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), SOF Acquisition Regulation 70-1 and organizational policies, provided as GFI.
Preparing Justifications and Approvals (J&As) for Other Than Full and Open Competition documents, threshold dependent sole source justifications, and any other associated requisition documentation based on templates provided as GFI. Basic Qualifications: Active Top Secret clearance with SCI eligibility
Master’s degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related field (e.g., Science, Technology, Mathematics, etc.)
Ten (10) years of general experience and six (6) years of relevant experience in a program office or USSOCOM Special Program.
As a tradeoff, Bachelor’s degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related field (e.g., Science, Technology, Mathematics, etc.), as well as twelve (12) years of general experience and eight (8) years of relevant experience in a DoD program office or SOCOM program.
Five (5) years of experience supporting Department of Defense (DoD) acquisition programs.
Three (3) years of experience supporting Special Operations Forces (SOF) operations or acquisitions. Preferred Qualifications: Equivalency of Defense Acquisition Workforce Improvement Act (DAWIA) Level III training in Program Management or Contracting.
Experience staffing documentation packages at the Major Command (MACOM) level. Familiarity with USSOCOM Directives 70-1 and 71-4, as well as all of the associated references listed within.
