For the GS-14 level:
Applicants must have 1 year of specialized experience equivalent to at least the GS-13; or its non-Federal equivalent that demonstrates:
Knowledge of areas of training, curriculum design, human resources development to provide staff level guidance and assistance on program training issues, training activities, problems and interventions, and related human resources management goals and objectives.
Knowledge of instructional technology and adult education theories, principles, practices, methods, processes, and techniques to manage the design, revision, adaptation, and implementation of instructional, training, and employee developmental systems, programs, courses, etc.
Knowledge of e-learning technologies and solutions for use in adult learning environments and use in the development of instructional and curriculum programs.
Knowledge of educational measurement theories, principles, methods, procedures, and practices to manage the review and evaluation of mission area.
Experience providing recommendations, solutions, alternatives/flexibilities, and operational improvements to increase effectiveness of programs.
Experience providing expert HR advisory services to all levels of management and personnel throughout the agency.
Experience leading or supervising a staff of professionals.
