Duties * Functions as a Wing Airlift Operations Specialist, responsible for managing aircrew and aircraft allocations for higher headquarters tasked missions and the execution of airlift training missions within the 3rd Wing flying hour program. * Reviews and evaluates scheduled airlift missions planned/tasked by T ACC's Channel, SAAM Exercise and Contingency cells or by Kenney Headquarters AMD for accuracy and efficiency. * Provides briefings on the Flying Schedule to the staff and support functions while attending the various Airlift OPS/MX meetings and the weekly 3rd Wing Scheduling Meeting. * Serves as a member of the 3rd Operational Support Squadron, Current Operations Flight staff. As required by night and squadron leadership, coordinates with other civilian and military personnel within and outside the Wing to assist in the management of current operations. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Comprehensive knowledge of the worldwide DOD Airlift System, route sets, prioritization and scheduling policies. Comprehensive knowledge of 3rd Wing airlift operations policies, principles and practices and skill in applying analytical and evaluative methods to issues concerning the efficiency and effectiveness of program operations. Comprehensive knowledge of flight plans, clearance authorities and restrictions. Broad knowledge of Air Force MDS operations policies, principles and practices of the 3rd Wing functional activities to develop airlift missions. Knowledge of 3rd Wing airlift performance capabilities and limitations to include range, fuel requirements, configuration, loading, takeoff data and weight restrictions. Practical experience in Global Decision Support System 2 (GDSS2) for operations briefings, reporting and tracking mission movement throughout gaining commands, command and control systems. Knowledge of statistical analysis and management systems to interpret data to be used in presentations. Skill in preparing briefings to keep the Wing Commander and higher headquarters informed of airlift status. A practical knowledge of automation software to include Microsoft Excel, PowerPoint and basic processing to support office operations and produce a variety of reports and briefings. Knowledge required to set work schedules, coordinate the work of the office with the work of other offices and outside agencies and the ability to recognize such need for coordination in various circumstances. Thorough analysis and knowledge of the AATS and the managerial skills necessary to allocate 3rd Wing's airlift aircrew and assets based on wing and squadron tasking levels. Skill and ability to communicate effectively both written and verbal, to include briefing senior staff and preparing written reports with substantive findings and recommendations. Knowledge of route planning including knowledge of the Organized Track System, airways and critical leg flight planning and air refueling procedures. Knowledge of airfield survey data information from en route supplements including runway length, load bearing capability and types of fuels available. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Position requires a thorough knowledge and understanding of flying operations and flight training requirements. * Ability to coordinate complex issues and resolve difficult problems with other bases and AMO or T ACC agencies while articulating and representing the Operations Group Commander's point of view. Considerable tact and sound judgment are essential to perform duties effectively while under pressure of heavy workload involving multiple taskings and short deadlines. Ability to locate, assemble, understand and compose information for development of the Monthly Airlift Schedule. * Knowledge of a wide range of MOS-specific 3rd Wing airlift aircraft operations policies, principles, practices, operational concepts, procedures and guidelines. Knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to perform work. * Knowledge of flying operations and restrictions, Flight Information Publications (FLIP) documents and Federal Aviation Regulations, guidelines and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways, airfield restrictions, and flight issues. * Ability to develop a mission itinerary based specific knowledge of aircrew flying limitations, crew rest requirements, and worldwide diplomatic clearance requirements. * Articulate effectively in written and verbal communication providing presentations to senior leadership within the Wing under various deadline constraints and have a working knowledge of Microsoft Excel, Word and Power Point presentations.
