Duties The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Chief Systems Engineer (NH-0801-04, GS 14/15 Equivalent). Description: This position serves as the technical lead for delivery of Missile Warning/Missile Defense space systems. Delivers results in a fast-paced environment on a high-functioning team with strategic implications for our Nation's defense. Guides space system design, development, assembly, integration, test, launch and early operations. Aligns a joint government/contractor team to a common schedule and solves complex technical problems. Manages technical work and integration efforts for government decisions. Helps identify and resolve issues at the lowest possible level. Assesses performance and develops recommendations to meet operating concepts. Provides a single, accountable point to manage and integrate baseline changes. Work seamlessly with other professionals on a multi-disciplinary team to achieve mission objectives. Ideal Candidate: Proven leadership in space system design, development, assembly, integration, test, launch and early operations. Understanding of Overhead Persistent Infrared (OPIR) mission area. Ability to establish, clearly communicate, and execute priorities across diverse team of Government, FFRDC, support contractors, and development contractors to align to a common schedule, resolve complex hardware and software problems and deliver in a fast-paced environment. Ability to integrate and summarize complex technical issues for timely presentation to senior leadership (e.g. Senior Materiel Leader and Program Executive Officer) to support technical and programmatic decision-making. In-depth understanding of system and sub-system designs and architectures. Ability to understand and lead the active mitigation of technology and system integration risks. * Minimum Master's degree in engineering or science field * Demonstrated experience as a technical team leader * Strong OPIR mission and remote-sensing experience (highly desired) * Demonstrated ability to lead multi-functional teams and lead multiple teams and to communicate and coordinate work as one team with common goals * Experience leading a diverse team * Knowledge and experience driving closure and resolving complex technical issues and challenges * Experience with satellite systems, payloads, and complex ground systems through development, integration, and test * Strong critical thinking skills and ability to translate into actions and results * Excellent written and verbal communication skills and ability to build consensus among peers while building solid relationships with team members, leadership, subordinates, and numerous stakeholders * Demonstrated technical and leadership abilities to lead multiple contractors and Government teams to achieve the following: * Space/ground hardware and software development and integration * Resolving complex problems and investigations including, failure investigation and analysis * Planning and coordinating test events with external and internal agencies * Maintaining the system baseline and configuration management Key Skills and Abilities: 1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Space Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment. 3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 4. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. 5. Knowledge of and experience in Technical Standards Development, Configuration Control, Digital Engineering implementation, and Systems of Systems Engineering. 6. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 7. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Requirements Conditions of Employment * U.S. Citizenship Required * This position is on-site and eligible for telework, 2-4 days per pay period. * Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. * A professional engineering degree at the bachelor's level from an ABET accredited institution is highly required. * This position may be designated as an acquisition position covered by the Acquisition Professional Development Program. * The incumbent may be required to acquire and maintain the appropriate certification(s); e.g., Practitioner in an area such as Test and Evaluation; Systems Planning, Research, Development, and Engineering- Systems Engineering. * This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official or if the employee is grandfathered under 10 USC 1736. * Employee must be a member of the Acquisition Corps at the time of appointment. * Employee must execute, as a condition of appointment, a written agreement to remain in federal service in this position for at least (3) years. * This is a drug testing designated position (TDP). The incumbent is subject to random testing for drug use, IAW AFI 90-508. * Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report.
