Duties * Leads/performs work to develop baseline cost estimates for complex systems. * Designs cost estimate plan and constructs mathematical models required to calculate and evaluate variables and relationships affecting life cycle cost for research and development, investment and operating phases of assigned system(s). * Leads and directs a variety of studies to develop, review, validate, maintain, present and defend PM/PEO/DA positions on varying aspects of life cycle costs for assigned programs. * Develops cost estimating policy and procedures. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal Service that includes: (1) developing baseline cost estimates for the complex design of acquisition systems; (2) analyzing funding requirements for budget input (i.e. cost analysis and estimation, life cycle cost estimates, business case analyses/cost benefit analyses, etc.); (3) Preparing and defending cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis); and (4) directing various functional areas of cost estimating, economic analysis, cost validation, portfolio analysis, operational effectiveness modeling, modeling, simulation, analysis and evaluation for assigned program(s). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13 equivalent).
