DutiesRepresents Agency complex development projects and ongoing systems operations in discussions with senior CMS leadership to explain status, technical issues, resolutions, options, risks and recommendations as needed.Develops communications strategies and conducts analyses of complex issues, risks, status, change management and scope.Reviews and analyzes designs and coordinates Human Centered Design (HCD) and User Acceptance Testing (UAT) for application development projects to ensure the user interface provides seamless and optimal user experience.Manages the various phases of product development beginning from scope identification, design, development, testing to the release.Advises and guides IT project management activities.Requirements Conditions of EmploymentYou must be a U.S. Citizen or National to apply for this position.You will be subject to a background and suitability investigation.Time-in-Grade restrictions apply. Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientiously attends to detail.

Customer Service - Works with clients and customers (that is, any individual who uses or receives the services or products that your work or unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues; and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Managing the implementation of web-based applications and associated system interfaces;
2) Leading Scaled Agile Framework (SAFe) software product development teams, feature backlog and Program Increment (PI) planning events; AND
3) Collaborating with various business partners and/or customers on business model operations or technical aspects of Accountable Care Organization (ACO) and Alternative Payment Models (APMs) systems, projects, or programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
