Duties This Program Analyst position is located the Office of Enrollment Services & Vetting Program (ESVP), Operations Support (OS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: * Works closely with TSA stakeholders (internal and external) to capture, refine, and document functional requirements/capabilities associated with the vetting, credentialing, and prescreening of passenger and non-passenger populations related to all modes of transportation security. * Selects and applies program management techniques in coordinating, establishing, and reporting accomplishments of assigned programs and/or product areas. Establishes and maintains schedules and milestones consistent with program objectives. * Formulates project plans to establish realistic time schedules, resource requirements, milestones, and accomplishments. Investigates variances from established system standards and schedules, revealed by analysis and evaluation. Prepares analyses with recommended actions, designs and prepares reports and spreadsheets, and presents briefings to managers on study findings and recommendations. * Participates in discussions, meetings, conferences and conference calls with programmatic, operational, and technical personnel, other subject matter experts, and other agency officials. Interactions are to educate and advise; share information; investigate facts; present conclusions and recommendations; obtain concurrence on alternate courses of action; and to resolve problems collaboratively. Develops and implements internal and external communications in support of transportation security programs including presentations, briefings, responses to DHS/TSA leadership concerns and issues, official responses to GAO/IG audits, consistent program documentation, goals, and objectives. * Serves as project manager for large, complex projects designed to improve program operations. Formulates projects and recommends assessment criteria for the evaluation of TSA operational programs and meeting of mission requirements. Develops project deadlines and required resources to execute projects. Reviews and analyzes accomplishment of TSA programs by analysis of reports, projects, and other resourceful information. Identifies existing or potential problem areas and recommends corrective action or preventive measures. * Advises management on the effectiveness and efficiency of supporting processes and specific business IT capabilities within assigned product area(s). Provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions. Advises management on unusual or complex programmatic, process, or IT capability issues. Collaborates with TSA Information Technology staff to ensure documented stakeholder functional requirements/capabilities are appropriately translated into technical requirements that can be properly developed. Participates in the Scaled Agile Framework development process to ensure stakeholder needs are properly met. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Qualifications To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Such Specialized experience defined as: * Utilize program management analytical and evaluative methods with an understanding of stakeholder mission, and operations in order to gather and develop business IT requirements and evaluation of capabilities implemented; and * Apply program management techniques to business IT capabilities and agile IT lifecycle functions and activities, to provide administrative and technical support to management; and * Collaborate with IT to implement business capabilities within the technical development/IT lifecycle applicable to vetting and credentialing programs/projects and operations; and * Facilitate written and oral communication in presentations of sensitive material to various need-to-know audiences. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
