Duties You will serve as a Regional Director for the USCG, Civil Rights Directorate. You will provide principle technical information to senior leaders, managers, and supervisors on Civil Rights matters, including Equal Employment Opportunity (EEO) and Equal Opportunity (EO) matters. As a Supervisory, Equal Employment Specialist, you will be responsible for overseeing, managing, planning, developing, implementing, reviewing, and evaluating Civil Rights Policies, Programs and Activities within the Region and detached Zone locations. Typical work assignments include: * Providing guidance to CG units on the implementation of Civil Rights Programs as an integral element of the unit's mission. * Managing the discrimination complaint process, including writing letters of acceptance, or drafting dismissals, throughout the area of responsibility and the field locations. * Assigning workload to subordinate EEO Specialists and Equal Opportunity Advisors, and monitoring progress to completion for accuracy, effectiveness, and timeliness of processing. * Serving as an authoritative consultant to managers and employees on their rights and responsibilities throughout the EEO/EO complaint and reasonable accommodation processes. * Serving as the agency source of expertise in ADR techniques and provides technical guidance to CG employees and managers in the utilization of the process to resolve workplace disputes. * Developing the respective training programs, policies and guidance, and reviewing personnel management guidance, practices, procedures, policies, instructions, and directives to ensure EEO Program compliance with legal mandates and overall CG policy. Qualifications To qualify for the GS-14 level: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include: * Providing leadership and direction for the agency's Equal Employment Opportunity (EEO) and Civil Rights programs. * Serving as an expert on reasonable accommodations, processing requests, and reviewing and analyzing reasonable accommodation appeal files for determinations. * Creating broad guidelines and regulations to resolve complex, systemic problems that impact employment policies and practices. * Analyzing communications on controversial, politically sensitive, and complex matters to assure conformance with executive policy. * Conducting legal research and written analysis on EEO laws and regulation. * Drafting Final Agency Decisions and response letters to congressional inquiries and FOIA requests.
