Duties The incumbent serves as the Deputy Director and advisor to the Director of FRMD/I&A CFO. In this capacity, provides leadership and advice to support the FRMD mission. The incumbent oversees budget financial management, internal controls activities relating to the programs, and operations of I&A. As a Supervisory Financial Management Specialist, GS-0501-15, your typical work assignments may include: * Planning, organizing, and directing the activities of I&A Chief Financial Officer (CFO) ensuring FRMD Activities comply with legal and regulatory requirements and meets customer needs. * Develops goals and objectives integrating organization and FRMD objectives. * Serving as an advisor to I&A Chief Financial Officer (CFO) which provides leadership and advice to support the Financial Resources Management Division (FRMD) and CFO mission. * Performing analyses and evaluations of programs and budget submissions in support of mission priorities, assisting in the management and development of policies and procedures. * Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. * Represents the FRMD on various departmental and inter-departmental committees concerned with coordinating matters or with resolving critical precedent setting issues relating to budget and financial management and the determination of resources needed to support mission priorities. Exercises management authority in support of the FRMD, that affects the direction of I&A resources and recommends to the FRMD Director those resources, programs or major projects that should be initiated, dropped, or curtailed, and the timing for the same. Prepares justifications for allocation of resources for mission priorities as well as financial management systems and programs or projects. * Establishes effective budget and financial management policies and internal controls and provides policy guidance and oversight of agency financial management, personnel, activities, and operations for FRM. He/she monitors, with the Director, the financial execution of the budget of the agency in relation to actual expenditures and prepares and submits timely status reports. * Performs other duties as assigned. Requirements Conditions of Employment * Must be able to obtain/maintain a TS/SCI Security Clearance. * This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. * Must be a U.S. Citizen. * Relocation expenses are not authorized * Occasional Travel - You may be expected to travel for this position * Overtime may be required in response to a significant event Qualifications To qualify for the GS-15 grade level, you must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 grade level in the Federal services that included: * Providing advice and guidance on the development and maintenance of integrated accounting, financial management and procurement tracking systems * Providing oversight of all activities associated with formulating and executing an organization's budget ensuring there is adequate resources for accomplishment of mission goals and objectives. * Advising on management policies and appropriations legislation and authorizations on the organization's programs as well as on the reprogramming of funds to fulfill mission priorities. Education Substitution of education in lieu of specialized experience may not be used for this grade level.
