Duties This position is responsible for planning and administrating the Occupational Medical Surveillance Program (OMSEP) for the Coast Guard's full service Shipyard, which is a large and complex industrial operation. This position is a major contributing entity to the safe and healthy wellbeing of trade workers engaged in the heavy industrial operations of ship repair and manufacturing. Typical work assignments include: * Scheduling, assisting and conducting, with required personnel from Industrial, Production or other divisions, as well as with medical personnel such as doctors, physicians, and military corpsmen:required pre-employment physicals, medical surveillance appointments, annual physical examinations, follow up visits, Occupational Health training and specific injury or illness reviews. * Assisting the Occupational Safey & Health Staff with respiratory protection evaluations including spirometry, and fit testing of respirators. * Providing acute nursing care for injuries and illnesses occurring at Coast Guard Yard, during initial onset and prior to treatment. * Assisting in providing education to the workforce on Occupational Safety and Health requirements, such as, but not limited to: respiratory training, hearing conversation, eye protection, etc. * Working with multiple computer-based systems and data, to include recordkeeping and information processing related to medical evaluations, reviews, and exams for civilian employees. * Assisting the Coast Guard Yard Clinic with inoculation events for the civilian and military workforce, and contact tracing events for containing the transmission of communicable diseases. ALL Health Care Providers are required for a Pre-Selection Credentials Review Qualifications Basic Requirement: Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained. In addition for GS-12 level: Applicants must have at least one full year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience includes: Providing quality patient care and wellness to 1200 active duty and reserve Coast Guard members; developing rehabilitative programs; initiating standard and emergency care and treatment independently in the absence of the physician; providing nursing assessment, diagnosis and implementation of treatment plan for occupational and non-occupational illness; initiating treatment and follow-up for symptoms of hazardous exposure; performing preliminaries for health screening exams; providing health teaching on appropriate health improvement strategies such as low cholesterol diets indicated by results of screening; counseling employees regarding potential hazardous work exposures and their affect; Administering medication and treatment as authorized by a physician.
