Duties The position's primary purpose is to develop and participate in the development of long-range supply concepts and computer system application techniques. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: * Conducting and variety of special projects, studies, and analysis of problem areas related to automated management systems. * Performing feasibility studies and defining functional requirements to support the Inventory Control Point (ICP). * Reviewing new systems, proposed changes, policies, and regulatory guidance for impact on the Aviation Maintenance Management Information System (AMMIS). * Providing supply management technical assistance and advice to AMMIS suppliers and users, other services and contractors. * Promoting and demonstrating the Quality Management concept in all aspects of assignments through the use of flow-charts, productivity measurement, quantitative/qualitative analysis of tasks, processes and policies. The GS-07 and GS-09 level is a developmental position, performing the same duties, but under closer supervision. Requirements Conditions of Employment * U.S. Citizenship is required. * Males born after 12/31/1959 must be registered for Selective Service. * The position requires a valid state driver's license. Qualifications At the GS-11 level, applicants must have one full year of specialized experience equivalent to at least GS-09 in the federal service. Examples of specialized experience include: Analyzing and resolving difficult supply program management issues and problems; recommending changes satisfy supply management information needs; advising top agency supply and subject-matter managers on new developments and advances in supply techniques; and managing an inventory supply. OR have completed 3 full years of progressively higher-level graduate education OR possess a Ph.D. or equivalent doctoral degree; OR I have a combination of graduate level education beyond the first 2 years of progressive graduate study and specialized experience that together meets 100% of the qualification requirements for this position. At the GS-9 level, applicants must have one full year of specialized experience equivalent to at least GS-07 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: evaluating changes in supply policies, programs and procedures; recommending solutions to problems, proposing alternative techniques to prescribed policies, procedures and processes that relate to supply planning; gathering information, identifying and analyzing issues and developing recommendations to resolve problems that result in process improvements. In addition, candidates may meet the basic qualification requirements through possession of graduate level education as follows: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. At the GS7 level, applicants must have one full year of specialized experience equivalent to at least the GS-05 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: working with automated supply systems, analyzing and resolving difficult issues and problems and ensuring supply processes, and work methods are the most efficient possible; experience analyzing and evaluating the effectiveness and efficiency of supply programs and operations.
