Duties If selected you will serve as the Command Security Officer for Coast Guard Sector New York, located within the National Park at Ft. Wadsworth on Staten Island. The position serves as a security advisor and primary point of contact for all security (personnel, physical, information, and industrial) related matters. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: * Managing the full range of security programs for the organization to include: Personnel Security, Physical Security, Information Security, Industrial Security. * Developing and implementing security plans and policies; conducting training programs to disseminate to facility personnel. * Coordinating and conducting vulnerability assessments on personnel, facilities, or other sensitive resources and incorporating assessment data into contingency plans and procedures. * Developing and maintaining liaison with other Federal, State (U.S. Park Police), and local law enforcement (NYPD) and resource management agencies to share resources and enhance tactical and administrative capabilities to provide additional protection of people and property on public lands. * Developing and performing operational, advisory and evaluative work to protect/safeguard/handle classified/sensitive material/information; maintains security clearances and ensures reliability of employees and sensitive/classified data. * Developing and implementing complex security plans not only for daily use, but also for periods of heightened security and force protection during planned and unplanned events. Planned events, for example, would include national political conventions, dignitary visits, interagency exercises, New York City Marathon, Five Borough Bike Tour, and major events within Fort Wadsworth. Unplanned events would include terrorist threats, attacks, and/or natural disasters. * Developing new methods, criteria and/or policies for security plans involving access to grounds by employees, vendors and government personnel. * Planning and implementing protective methods and security procedures, using intrusion detection systems and devices, safes, storage containers, locks and locking systems, personnel entry control systems, ballistic protection measures, for the protection of personnel and property. * Investigating and analyzing a variety of unusual security problems, questions, or conditions associated with general questions or issues about physical security. * Managing the foreign travel program, including administering the travel program tracking system, assisting members personal and professional foreign travel requests and requirements and recommending/approving foreign travel requests. * Providing oversight for the local service security forces providing protective measures for the protection for personnel and property. Qualifications QUALIFICATIONS: GS-12: To qualify for this position, you must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the Federal service performing the following types of tasks on a regular and recurring basis: * Administers Coast Guard Security Programs by implementing enforcement of USCG, DHS and local policy and procedures. * Review and evaluates reports of investigations, personnel files, and other records to recommend whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. * Coordinating and conducting vulnerability assessments on personnel, facilities, or other sensitive resources and incorporating assessment data into contingency plans and procedures. * Performs operational, advisory and evaluative work to protect/safeguard classified and sensitive information; maintains security clearances and ensures reliability of employees and sensitive/classified data. * Develops and maintains liaison with other Federal, State (U.S. Park Police), and local law enforcement (NYPD) and resource management agencies to share resources in order to provide additional protection of people and property on public lands. * Adjudicates and reviews security cases for completeness and accuracy, conducting pre-employment checks, identifying derogatory information, and documenting issues clearly and concisely. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
