Duties This position is located in a state Human Resources Office servicing both Army and Air National Guard full-time personnel. The purpose of the position is to serve as the state HR Specialist responsible for a variety of duties related to human resource development (HRD), position classification, position management, and compensation related areas (i.e. Environmental Differential Pay (EDP/Hazardous Duty Pay (HDP)/Supervisory Pay Differentials/Wage Surveys/Grade and Pay Retention, etc.). May oversee or accomplish work through an automated personnel system. Duties * Provides comprehensive human resources (HR) management advisory and technical services to Air National Guard (ANG)/Army National Guard (ARNG) managers, supervisors, and employees on the full range of human resource development options for a variety of professional, administrative, technical, and trades and labor occupations and classification services involving a wide variety of position management strategies available to properly develop position descriptions and organizational structures with closely aligned responsibilities, with a large number of ARNG/ANG managerial, professional, and sub-professional positions and jobs affected by new or emerging technology and position and personnel actions that are often sensitive and extremely difficult in nature. * Designs and accomplishes organizational position management surveys. Advises on supervisory ratios, appropriate use of assistant and lead positions, position and manpower design concepts, fragmented organizational structures, and grade controlling factors. * Develops local classification guidance to facilitate understanding of classification principles and processes. Develops, updates, and coordinates the Workforce Management Plan. Responsible for developing and maintaining a state Environmental Differential Pay (EDP)/Hazardous Duty Pay (HDP) plan and providing assistance/guidance to managers and supervisors regarding EDP and HDP issues. Establishes or assists in establishing state policy on supervisory pay adjustments. Educates commanders, managers, and supervisors on the various programs through formal classroom and one-on-one training. * Manages full-time manpower requirements for the state. Reviews determinations of ANG/ARNG manpower requirements and ensures requirements are proper according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment and Table of Distribution and Allowances for surface maintenance requirements, projected flying hour programs and flight status/pilot personnel for aviation requirements or other methodologies used in justification of manpower requirements. * Reviews requests for personnel and position actions to determine impact on position classification and position management matters. Develops Statements of Difference for purposes of restructuring grades for recruitment, upward mobility, etc. Prepares for or participates in the Federal Wage System (FWS) wage survey process. May participate as the classification functional specialist in the collective bargaining agreement process. * Procures, maintains accountability and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program. * Performs other duties as assigned. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Experience in planning and organizing work. SPECIALIZED EXPERIENCE is experiences that prepared the applicant to perform the duties of the position. MUST HAVE at least one year specialized experience equivalent to at least the next lower grade. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Education There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
