Skill in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports. A understanding of Financial Management rules and operating procedures, for example: knowledge of theories, regulations, current/revised guidance, management practices and policies regarding all facets of the financial program in order to provide feasible recommendations/advice to assist management officials in the decision-making process. Knowledge of regulations, principles, higher HQ directives and guidance pertaining to determination of financial requirements using a variety of methods. Must possess a detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria in order to determine propriety of entitlements and pay. Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Detailed knowledge of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay).
