Duties The primary purpose of this position is: to serve as a Program Analyst and facilitate subject matter experts' (SMEs) structured critical thinking about sensitive policies and/or strategic initiatives in order to inform senior Department of Defense (DoD) officials' decision-making. These policies and initiatives often rely on tailored research and require more time to formulate than is generally available to other Office of the Secretary of Defense (OSD) or headquarters staffs. * Leads/facilitates red teams and focused working groups for proposed sensitive strategic initiatives, developing and applying structured analytic techniques (SATs) to analyze planning elements, environmental factors, potential risks, general feasibility and assessability. * Oversees the day-to-day activities of A&E Division's Red Team Branch on behalf of, in concert with, and consistent with guidance from, the A&E Division chief. * Serves as ASO's red teaming focal point engages with OSD, Joint Staff, combatant command, Service departments, Intelligence Community (IC), ASO officials, to articulate the proper conditions for/scope of, and identify subject matter experts to support, sensitive strategic initiative red team events. * Researches and/or oversees contracted research into analytic methodologies to objectively inform multiple types of sensitive strategic initiatives and the policies guiding them. Qualifications CONDITIONS OF EMPLOYMENT CONTINUED : 1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs, as required. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. The incumbent is required to obtain and maintain a DoD-approved access to additional programs as a condition of employment. 4. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 7. Skill utilizing DoD and IC computer systems (e.g. NIPRNET, SIPRNET, JWICS) and research tools/software (e.g. M3, NGT, Analyst Notebook,). 8. Knowledge of deliberate, crisis action, and adaptive planning processes. 9. Working knowledge of the US Intelligence Community's structure; component agencies' responsibilities, strengths/weaknesses, and product lines; collection systems; and major interagency fora. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of advanced training/education in, and significant work experience in the areas of structured analytic techniques (SATs); intelligence analysis; national security policy, issues and decision-making; and national defense strategy and an appreciation of how these are accomplished within the individual military services and other DoD agencies. Working knowledge of the US Intelligence Community (IC) is required to inform judgments about organizational and/or analyst subject matter expertise/depth and authoritativeness. Comprehensive awareness of red teaming principles, tools, and best practices, as well as the ability to lead groups of diverse subject matter experts in highly productive, but time-condensed, fora. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Ability to assemble and analyze data, derive and defend conclusions, recommend solutions, and package these in cogent briefings, assessments, memos or after-action reports suitable for informing senior DoD decision-making. 5. Ability to plan, scope, effectively communicate, track the progress of, and appropriately edit/quality check the work of subordinates and/or contractor personnel. 6. Knowledge of DoD's organizational structure, roles, and functions; Unified Command Plan-assigned missions and responsibilities; and Title 10 & Title 50 authorities.
