Duties Major Duties: This is not an all-inclusive list A HEALTH SYSTEMS SPECIALIST, GS, 0671, 12, -- Develops plans, procedures, goals, and objectives for the overall operation of the squadron. Provides written guidance to subordinates, including mission requirements and methods of accomplishment. Monitors unit participation for both inactive and active duty training. Directs squadron activities by assuring that work and program goals are being met and are consistent with higher headquarters policies and requirements. Evaluates program effectiveness. Develops procedures for correcting deficiencies to improve effectiveness. Selects subordinates, develops performance standards, evaluates performance, and provides training. Provides advice to higher headquarters on impact of policy changes concerning squadron operations and mission capabilities. -- Ensures that plans and schedules are prepared for medical flight crew members and support personnel to attain combat ready proficiency. Develops and implements, plans for raising the squadron combat readiness. Plans and develops squadron programs such as recruiting, retention, individual training, proficiency training, resource management, quality assurance/risk management, Standardization Evaluation, medical readiness, unit mobility, mission scheduling, disaster preparedness, plans and exercises, security, radio operations, and safety. -- Directs squadron programs such as medical aircrew training, safety, mobility, recruiting, mobilization, public relations, inspections, investigations, anti-terrorism, mass casualty exercises, operational training missions, training missions and logistics programs, including high value WRM (War Readiness Material). -- Coordinates squadron activities with other agencies and civilian health delivery organizations. Coordinates Aeromedical evacuation flying and training requirements with the supporting flying unit(s), and resolves scheduling and other problems. -- Prepares the annual operational budget including current fiscal year revised estimates and five year projected estimates. Budgets medical and non-medical equipment and supply requirements. Monitors expenditures and ensures that fund projections are adequate to cover requirements. Prepares requests for authorizations and allowances. --Plans and organizes the work of the subordinates. Assigns work and provides guidelines on methodology and scope of required performance. Interviews and selects employees, sets performance standards, and formulates appraisals of performance. Initiates personnel actions, adjusts informal complaints, and recommends disciplinary action as required. --May be outside in all kinds of weather in unfamiliar environment to effect the success of the mission. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: * Missions, organizations, programs, and requirements of health care delivery systems; * Regulations and standards of various regulatory and credentialing groups; and * Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Education EDUCATION: Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields. Or A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent. You must provide transcripts or other documentation to support your Educational claims.
