Duties As a SECURITY OFFICER, GS-0080-13, you will serve as the Senior Security Officer (Squadron Commander) over the Security Forces Squadron and all aspects of Integrated Defense, Law Enforcement, Air Base Ground Defense, Force Protection, and Anti-Terrorism as the Defense Force Commander (DFC) and Anti-Terrorism Officer (ATO). The incumbent of this position must be assigned as the Drill Status Commander. MAJOR DUTIES: 1. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate security force squadron personnel to include Active Guard Reserve (AGR) military personnel, Federal Technicians, Security Cooperative Agreement (SCA) employees, and Drill Status Guardsman (DSG) to meet all Integrated Defense, LE and AT/FP requirements for the installation. Sole authority for establishing arming authority for personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Makes recommendations for selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when employees are eligible and follows up on the status when required Listens and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. 2. Directs, plans, organizes, and oversees all Integrated Defense (ID) and Law Enforcement (LE) activities within an Air National Guard Wing as the Defense Force Commander (DFC). Reports directly to the Wing Commander for immediate threat responses and to the Mission Support Group Commander for routine matters. Exercises broad delegated authority to independently manage ID and LE programs. Leverages comprehensive knowledge of security programs to serve as principal advisor to senior leaders within and outside the organization on all matters related to the administration of integrated defense and law enforcement programs. Establishes long-range strategic vision, goals, and objectives for work performed by the organization and all subordinate employees. Directs and evaluates work of all assigned personnel conducting Integrated Defense, Physical Security, Anti-terrorism, Force Protection, Counter Small Unmanned Aerial Systems (C-sUAS), and Combat Arms programs. Directs protection of assigned Protection Level (PL) 1-4 assets. 3. Directs, plans, organizes, and oversees all Anti-Terrorism (AT) and Force Protection (FP) activities within an Air National Guard Wing as the Anti-Terrorism Officer (ATO). When functioning as the ATO, reports directly to the Wing Commander and exercises broad delegated authority to independently manage the AT/FP program. Conducts formal Criticality, Vulnerability, and Threat assessments in order to determine risk. Manages the Anti-Terrorism Executive Council, Anti-Terrorism Working Group, and Force Protection Working Group to assess and respond to threats. Develops and implements plans and protective measures to mitigate risk and counter known and unknown threats. Develops and manages a network of Anti-Terrorism Representatives (ATRs) throughout the organization, exercising delegated authority to plan, direct, and evaluate threat reduction measures across all assigned organizations and activities. 4. Directs assessments of complex internal and external factors for effect to the organization and assigned missions. Conducts formal and informal assessments to determine criticality of organizational functions, identify vulnerabilities, assess internal and external threats, and calculate associated risk to wing mission(s) and personnel. Determines Wing Commander risk acceptance threshold. Develops and directs implementation of risk mitigation measures to achieve acceptable risk levels. Evaluates effectiveness and reports current activity/posture to senior leaders and higher headquarters on Integrated Defense, AT/FP measures, C-sUAS measures, Counter Surveillance Surveillance Detection (CSSD) measures, and PL Asset security. 5. Performs other duties as assigned. Requirements Conditions of Employment Military Grades: O4-O5 CONDITIONS OF EMPLOYMENT & NOTES: 1. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. 2. Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI). 3. Completion of the Air Force Security Force Officer Course is mandatory. 4. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. 5. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 6. Participation in direct deposit is mandatory. 7. Must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver's license is required for the position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. 9. Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code, and be able to be armed, as required, in the performance of duties. 10. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release. 11. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise. 12. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this postion. 13. Wear of the military uniform is MANDATORY. Qualifications GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE : Must have 36 months of expert experience in developing, implementing, and managing the Wing's law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection programs. Have working knowledge on the Security Forces programs and the Defense Force program with expert knowledge and premier technical authority on the development, implementation, and management of law enforcement, physical security, installation security, and anti-terrorism programs, policies, procedures, and equipment. Must have knowledge of Air Force security concepts, principles, and practices to review, independently analyze, and resolve complex security problems. Competent knowledge of all Air Force and Air National Guard security and law enforcement programs. Experienced in developing, implementing, executing, and managing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of security controls. Must have analytical skills to conduct analysis on a broad range of security programs, and identify, implement, and plan for new solutions necessary to combat security issues, conventional methods, and procedures. Must have technical knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure required planning for information security and other controls. Must possess the ability to consider security alternatives in managing this program, including resource management, relationships to other protective programs, and over-lapping requirements between other service components and contractor organizations. Experienced in the Wing's Security Programs. Capable of providing senior-level technical expertise and advice for new developments and advances in security techniques. Possess communication skills to develop organizational working relationships and able to manage program segments with diverse military, civilian, professional, and technical populations. Proficient in preparing, implementing, and executing presentations/briefings, formal training materials, policies and guidance, investigative reports, inspections, and surveys.
