Duties Continued from Summary: Serves as the Senior data and artificial intelligence Analyst and Technical Advisor to the USSTRATCOM/J6 Director and Command's Chief Information Officer (CIO). Also provides visionary strategic thought, fireproof analysis, and informed C4 Systems technical advice, and serves as the senior scientific and technical C4 program advisor to the J6, the Director of Global Operations, and Commander, USSTRATCOM. This position represents the Commander, USSTRATCOM at National and DoD senior coordination and working groups. Duties/Responsibilities: * As the Command Chief Data and Artificial Intelligence officer, employee is the authoritative representative who directs, manages, and leads pioneering efforts in developing advanced theories, innovative applications, new scientific principles, and solution options (ex., material, non-material, and policy alternatives) for C4 shortfalls, Key Global and National missions, International and Congressional policy, and the Command's Strategic Deterrence, Integrated Missile Defense (IMD), and Nuclear Command and Control (NC2) missions. * Applies new methods, concepts, standards, and practices for IT, data analytics, machine learning, AI, cyber, and C4 matters across USG Agency operations to provide mission assurance and shared situational awareness. * Represents the Command at the highest levels of DOD, JCS and other agencies. * Partners and liaisons with DOD Agencies, COCOMs, Joint Staff, interagency executives, and international government agency officials. * Exercises supervisory personnel management responsibilities. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and mastery of scientific methods and technics of operations research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; Extensive knowledge and mastery of research techniques and concurrent knowledge of C4 programs, architectures, principles, and concepts associated with command and control big data analytics, machine learning, AI, cognitive science for current and future strategic offense and defense, NC2, NC3, and cyber forces to obtain information concerning subject studies to perform sound analyses; advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives and to formulate new polices which have broad and/or long range impact on major DoD C4, NC3, big data and analytics, machine learning, AI and cognitive science programs; applying operations research skills to use advanced techniques and the modification and extension of theories, precepts, and practices of operations research and related sciences and disciplines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Expert professional knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify, and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community. 2. Advanced knowledge and skill of a broad range of defense department or private sector C4 systems, big data analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities. Practical experience in at least one C4, Cyber, IMD, NC2, NC3, or weapon system, including supporting command and control and data infrastructures and their operations. 3. Advanced skill in analytically articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert ability to negotiate and defend findings and gain executive support for new program concepts. 4. Skill to lead advanced study teams composed of industry, government, and academic experts; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. 5. Skill to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. 6. Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new idea, projects, and methodologies. Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
