Duties This position is located in the Operations Section of a Base Communications Unit, Mission Support Group, in an Air National Guard Wing. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to serve as an Information Technology (IT) specialist performing analytical and evaluative duties related to classified/unclassified computer networks, controlling, coordinating, and tracking all IT systems production activities, base level assistance in the operation and maintenance of the installation's computer network, and providing technical assistance, training, and support to customers. This position is responsible for providing voice, data, wireless, and information security services provided to the Wing, supported Geographically Separated Units (GSU), and tenants. This position provides tier one support to the Wing, GSU, and tenants. MAJOR DUTIES: Provides customer technical assistance and support for all users. Provides ongoing technical support to customers to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT and communications services. Works with customers to ensure efficient operations which support each units' requirements. Assists in solving problems associated with delivery of hardware and software orders. Provides management with information necessary to address difficult and complex problems in automating work processes. Tracks life of system equipment, prepares and provides analyses to determine future maintenance and replacement costs to help justify budget submissions. Reviews purchase requests and statements of work, ensuring documentation is sufficient to justify enhancements necessary to keep systems current and ensuring requested equipment and applications are compatible with existing infrastructure. Promotes use of assigned systems by providing instructions to functional area users on IT/communications processes and procedures associated with each supported system. Works with the CFP and customers to resolve integration or configuration related issues associated with a variety of different system platforms, operating systems, applications, and equipment configurations. Provides real time monitoring of critical command and control mission related systems within Wing, GSU, and tenant organizations for information technology production control. Analyzes and resolves complex problems and trends. Records and reports IT incidents as they occur to effectively track outages and types of interruptions to service and to build a knowledge base for future problem resolution. Analyzes data to determine trends in use or performance that could lead to future problems. Researches, evaluates, and provides feedback on problematic trends and patterns in customer support requirements. Makes recommendations to modify manner of use, installation of upgrades, or modification of programs to provide a continuous flow of information. Coordinates efforts between network customers, system support personnel, and commercial vendors to identify and resolve network, software, and other system anomalies. Provides customer support, assistance, training, and orientation to Wing, GSU, and tenants. Provides technical assistance to current and potential users and proactively interacts with users to ensure proper operation and security of computer systems, hardware, and software. Demonstrates processes and provides orientation for new users. Directs and provides dynamic information technology assistance with software installations, hardware configurations, and interoperable IT systems, networks, command, control, computers communications and information (C4I). Provides instructions to customers on accessing data, processing, space utilization efficiencies, and program and data recovery techniques. Consults with customers regarding potential system or program upgrades. Ensures periodic systems checks are conducted on all systems to ensure full operational status. Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services. Identifies and documents system requirements for specific needs of customers. Conducts in-depth analyses of system usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors. Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment. Ensures upgrades to the base IT and communications infrastructure are identified and assists customers in developing and submitting recommendations for additional equipment and funds. Cooperates and works with unit personnel in planning and developing new or additional infrastructure/architecture capabilities. Qualifications Military Grades: E3 through E6 GENERAL EXPERIENCE : Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE : GS09: Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS11: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Knowledge of IT concepts, principles and practices sufficient to solve complex hardware and software component issues and maintain the availability of communication lines and equipment. Knowledge of IT standards and equipment sufficient to install, configure, and test network components such as routers, hubs, switches, servers, and network interface devices. Knowledge of network principles, concepts, equipment, and tools sufficient to assist in planning and maintaining network services; to install, test, and configure workstations and peripherals; and to instruct and assist customers in accessing network services. Knowledge of configuration management concepts and life cycle management concepts sufficient to identify the need to upgrade or enhance network component capabilities in response to network problems and deficiencies. Knowledge of customer support principles suffi
