Duties
• Oversees Research Design and Analysis Methods.
• Incumbent acts as the subject matter expert in the field of biostatistics to support and advise the Research Flight Commander and larger Human Performance community in review of proposed research projects.
• Provides technical support for the use of the commercial computer software for data analysis.
• Trains Research Flight staff, Human Performance staff and the larger interested SWTW staff members on the topics related to research design and statistical methodology

• Leave accrual may be authorized upon request Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc
Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing
OR Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education
The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems
Examples of specialized experience includes mastery knowledge of and skill in applying a wide range of complex analytical, mathematical, statistical, or actuarial theories, principles and practices to provide expert consultative guidance and advice on issues involving the theory or application of statistical methods in the field of healthcare
Mastery skill in applying statistical formulas to recommend data quality program changes or using the statistics for interpreting and making changes to existing health policies
Professional comprehensive knowledge of statistics in order to set up, test, evaluate, adapt and modify data quality metrics

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1
Professional knowledge of principles and techniques involving human performance research as it pertains to physical therapy, occupational therapy, and exercise physiology
A complete working knowledge of inferential biostatistics and computer assisted data analysis

Up to date knowledge of study design and data analysis methods for a variety of study types including but not limited to descriptive studies, randomized controlled trials, meta-analyses and systematic reviews, large retrospective and prospective cohort studies and predictive validity investigations

Knowledge of statistical software sufficient to select appropriate software applications in response to the specific requirements of analysis, study design, methods and research projects

A thorough working knowledge of the use of spreadsheets, word processing, graphic display, database, and applicable software

Knowledge of data collection techniques and the ability to describe data requirements and outputs
6
Ability to communicate clearly, both written and oral, with staff, patients, and the multi-disciplinary team
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week
