Duties The primary purpose of this position is to manage fuel on behalf of the Defense Logistics Agency (DLA) which consists of operations and maintenance of a fuel distribution system that includes a fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations and the financial account management for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft. 1. Organizes, administers and evaluates a segment of the fuels quality assurance program for the organization. 2. Directs, inspects, operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Operates petroleum products distribution equipment by initiating and controlling the movement and storage of supplies throughout complete pipeline or tank farm systems, using telephone communications, signal systems, a central control board, or similar facilities. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms. 3. Operates one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. 4. Operates, inspects and performs all required maintenance and repair on 400-5,000-gallon cryogenic storage tanks. Troubleshoots, tests, and repairs all aspects of mechanical & electrical systems and their subcomponents to include AC generators, complex wiring harnesses, regulators, automatic relays, AC and DC power generation circuitry, electrically controlled solenoids. 5. Assess, monitor and reviews assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset (MICT) program. Uses and assures proper fit of required safety equipment and personal protective equipment (PPE).Plans, monitors and conducts On-The-Job Training (OJT), for assigned Fuels Management Flight personnel. Maintains a consolidated tool kit program. SPECIALIZED EXPERIENCE WG-09: You must have 18 months of Experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): -Knowledge of fuels, propellants, chemicals and logistics that are applicable to this position. -Knowledge of diagnostic methods, procedures, and principles to identify computer system failures, take corrective actions to resume normal operations. -Knowledge of the mechanical, electrical, and pneumatic systems and their major components related to fixed and mobile refueling equipment. -Ability to use a wide range of cryogenics and petroleum fuels laboratory analysis equipment to include flash testers, conductivity unit meters, analytical balances, cloud point determination apparatus, aqua-glo viewers, hydrometers, fuel system icing inhibitor scopes, de-mineralized water purifier, vacuum pumps, graduated cylinders beakers and assorted glassware. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a Wage Grade (WG) any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a WG-09 position you must have served 52 weeks at the WG-08. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
