Duties * This position is located in a State Headquarters directorate or division level office. * The purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division. * While this position is intended to assist mangers, it is not responsible for establishing policies or managing resources. * Reviews, evaluates and analyzes obligations and expenditures. * Assists management in interpretation and utilization of reports and information provided. * Implements management control plans. * Provides recommendations to subordinate organizations for proper management of programs. * Based on budget guidance received from higher headquarters, develops an annual budget. * Performs other duties as assigned. Qualifications IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination. GENERAL EXPERIENCE : Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Experience developing presentation and reports. Knowledge in analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations or policy in meeting established goals and objectives. Experience or knowledge complying with the applicable mandates related to the management of data including Federal requirements for equipment, software, or interconnected systems used to collect, process, store, maintain, disseminate, disclose, and dispose of evaluative data or information. Knowledge or experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Knowledge or experience determining resource requirements (for example, staffing, funding, equipment) based on program or project objectives or operational needs. Must have at least 12 months of equivalent specialized experience to the next lower grade level. Education You may combine education with specialized experience to meet the length of experience requirement for GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
