Duties This position is located in the Joint Force Headquarters-State, Operations Directorate (J-3), Army National Guard (ARNG) Training Center, Army Air Field (AAF). The purpose of this position is to provide independent preflight briefings, assistance, and in-flight advisory services to pilots flying into and out of, or in proximity of, the AAF. The incumbent provides a variety of weather, navigational, and other information to assist pilots in planning safe flights; provides current weather briefings and other useful information during flight; receives and coordinates aircraft flight plans with other air traffic facilities; and initiates search and rescue action when the aircraft fails to arrive within stated time limits. DUTIES AND RESPONSIBILITIES: Provides first level preflight assistance to aircrews by assisting in the preparation of flight plans and passenger manifests. Collects and reviews flight plans to insure that all pertinent information is entered in accordance with governing DA, ARNG, FAA publications, and local rules and regulations. Processes flight plans, clears them in accordance with appropriate regulations, and forwards them to the Control Tower and the FAA Flight Service Station. Briefs aircrews on Standard Instrument Departures (SID) and Visual Flight Rules (VFR) departures and on weather advisories as required. Briefs aviators in flight with current and forecast weather information, AAF condition advisories, and data affecting safety of flight. Processes enroute administrative requests, changes to flight plans, and AAF service support requests made by aviators in flight. Operates weather data, teletype, and facsimile machines and posts and maintains the information obtained on charts and status boards. Posts information concerning hazards to aviation, notices to air personnel and other pertinent data, and transmits the information to other appropriate locations in the operations area. Maintains required stock level of maps, charts, forms, and other necessary publications in the flight planning room. Maintains flight following dispatch board, AAF status boards, and files, ensuring that they reflect current information. Performs administrative duties as required. Initiates Search and Rescue operations to locate aircraft operating under VFR, which fail to report their arrival within prescribed time limits. Qualifications Military Grades: E4 through E8 GENERAL EXPERIENCE : All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE : Your resume must reflect or show at least 12 months experience equivalent to the GS-07 or Trainee Controller not rated in any ATC facility, but gaining experience in the trade. The GS-09 terminal controllers, under close supervision and guidance, assist controllers of higher grades in the performance of their duties. Must have terminal controller experiences in issuing instructions to aircraft and vehicles on all parts of the airport including the runways in use. Experiences in issuing taxi instructions and relaying departure clearances from the center to the terminal controller and to the pilot. Experiences in determining when aircraft and ground vehicles may safely cross active runways and issue instructions to avoid collision between vehicles and aircraft. Experience in a military or civilian air traffic facility. Operated fixed and tactical ATC towers, Ground Control Approach GCA radars or airspace information centers (AICs). Initiated and issued air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules.Operated and maintained vehicles, tactical/fixed base ATC equipment and navigational aids (NAVAIDs). Assisted in the installation and relocation of tactical ATC facilities. Applied air traffic control rules, procedures and regulations. Processed flight plan data. Formulated and issued ATC clearances, advisories and control information. Maintained logs, records, files and recordings of voice communications. Interpreted and relayed Notices to Airmen (NOTAM) information. Reads and interprets DoD Flight Information Publications (FLIPS) and aeronautical charts. Analyzed air traffic to identify and resolve potential conflicts. Controlled airborne and ground traffic on and in the vicinity of the airport. Updated Automated Terminal Information Service (ATIS) and performs radarscope alignments. Education High school or general equivalent degree is mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.
